إعلان لإبداء الرغبة والتأهيل المسبق لشركات/مكاتب مراجعة خارجية مستقلة 1- بتمويل داخلي، يعتزم الصندوق الاجتماعي للتنمية، تنفيذ الخدمات الاستشارية لتدقيق حسابات الصندوق وفقاً لمعايير التدقيق الدولية والتشريعات المحلية ذات العلاقة. 2- وعليه يدعوكم الصندوق الاجتماعي للتنمية للتعبير عن رغبتكم في تنفيذ الخدمات الاستشارية المذكورة أعلاه، وذلك من خلال تقديم خطاب إبداء الرغبة مرفقاً بالوثائق والمعلومات التي تبين مؤهلات وخبرات الشركة. 3- لغرض التأهيل سيتم تطبيق معايير التقييم (مرفق تفاصيل معايير التقييم ودرجاتها) التالية: طبيعة العلاقة بين شركة التدقيق والكيان الدولي المرتبطة معها. 40 درجة عمليات الشركة وسجل خبرتها في اخر اربع سنوات. 25 درجة خبرة ومؤهلات الكوادر الحالية الخاصة بالشركة. 35 درجة 4- على الشركات/المكاتب المهتمة، والتي تنطبق عليها الشروط أعلاه، تقديم ملف التأهيل الفني دون تضمين أي أسعار أو مقترحات مالية على الإطلاق، يقدم في مظروف مغلق محتوياً على المستندات التالية: - خطاب إبداء رغبة رسمي: موقع ومختوم من المدير أو الشريك المفوض للمكتب. - الملف التعريفي للشركة/المكتب: يتضمن الهيكل التنظيمي، فروع الشركه/المكتب، ونبذة عن الشراكة/الوكالة الدولية مع إرفاق الوثائق المؤيدة لذلك. - الوثائق القانونية: نسخ واضحة وسارية المفعول من: (ترخيص مزاولة المهنة، السجل التجاري، البطاقة الضريبية). - قائمة بالخبرات السابقة المماثلة: بيان تفصيلي بالمشاريع والمنح الدولية التي قام المكتب بمراجعتها وتدقيقها خلال الاربع سنوات الماضية بما لايقل عن 6 عقود (مع تحديد طبيعة المشروع، الجهة المانحة، وحجم التمويل)، مع إرفاق نسخ العقود /شهادات الإنجاز الصادرة عن تلك الجهات إن وجدت. - المؤهلات والسير الذاتية: السير الذاتية للشركاء ومدراء المراجعة المقترحين لإدارة المهام، متضمنة مؤهلاتهم المهنية الدولية. 5- وفقا لنتائج تقييم طلبات إبداء الرغبة في تقديم الخدمات الاستشارية المذكورة أعلاه، سيتم توجيه دعوة لقائمة قصيرة من الشركات/المكاتب الاستشارية المؤهلة لتقديم عروضها الفنية والمالية الخاصة بتوفير الخدمة المطلوبة (ادنى درجة للتأهيل 75%). 6- يجب تقديم مظروف إبداء الرغبة، المُعد وفقًا للشروط أعلاه، إلى العنوان التالي: الصندوق الاجتماعي للتنمية - عدن مدينة إنماء الجديده المرحلة 11 المبنى CT1- الحسوة - مديرية البريقة - عدن رقم الهاتف: 02/360704 تحويلة (115-116) رقم الفاكس 02/360076 7- آخر موعد لتسليم الوثائق هو : 06-08-2026 8- للاستفسار أو الحصول على أية معلومات إضافية، يتم التواصل على العنوان أعلاه او عبر الايميلات التالية: hmuraida@sfd-yemen.org - ksadaga@sfd-yemen.org - wthabit@sfd-yemen.org Announcement for Expression of Interest and Prequalification for Independent External Auditing Firms/Offices 1. With internal funding, the Social Fund for Development (SFD) intends to implement consulting services to audit the Fund's accounts in accordance with International Auditing Standards and relevant local legislation. 2. Accordingly, the Social Fund for Development invites you to express your interest in implementing the above-mentioned consulting services by submitting a Letter of Expression of Interest attached with documents and information demonstrating the firm's qualifications and experience. 3. For prequalification purposes, the following evaluation criteria will be applied (details of the evaluation criteria and their scores are attached): Nature of the relationship between the auditing firm and its affiliated international entity. (40 points) The firm's operations and track record of experience over the last four years. (25 points) Experience and qualifications of the firm's current staff. (35 points) 4. Interested firms/offices that meet the above conditions must submit a technical prequalification file without including any prices or financial proposals whatsoever. This must be submitted in a sealed envelope containing the following documents: Official Letter of Expression of Interest: Signed and stamped by the manager or authorized partner of the office. Firm/Office Profile: Including the organizational structure, branches of the firm/office, and an overview of the international partnership/agency, along with supporting documents. Legal Documents: Clear and valid copies of: (Profession Practice License, Commercial Register, Tax Card). List of Similar Previous Experiences: A detailed statement of international projects and grants audited and reviewed by the office over the past four years, including no less than 6 contracts (specifying the nature of the project, the donor, and the funding size), along with copies of contracts/completion certificates issued by those entities, if available. Qualifications and CVs: Curriculum Vitae of partners and audit managers proposed to manage the tasks, including their international professional qualifications. 5. Based on the evaluation results of the requests for expression of interest in providing the above-mentioned consulting services, an invitation will be sent to a short-list of qualified consulting firms/offices to submit their technical and financial proposals for providing the required service (minimum qualifying score is 75%). 6.
