ABOUT ADRA: The Adventist Development and Relief Agency is an independent, humanitarian agency established for the specific purpose of providing individual and community development and disaster relief. ADRA Yemen pursue a mission of changing the world by uplifting one life at a time. ADRA International serves over 100 countries and is present in Yemen since 1995. Its programs are supported by various country-based and international donors. It has presence in different Governorates in Yemen responding to 6 areas of humanitarian sectors. ADRA Yemen is undertaking programs in Yemen in the fields of health, nutrition, WASH, food security, livelihoods, and protection. SUMMARY: The WASH Assistant is responsible for the end-to-end technical and logistical management of school rehabilitation under the Comprehensive Education and Development Project. The role ensures that all infrastructure interventions are inclusive specifically addressing the needs of girls, children with disabilities, displaced populations (IDPs), and marginalized groups—while maintaining strict control over cost, quality, and time through effective contractor and supplier oversight. RESPONSIBILITIES: The “WASH Assistant “will be responsible but not limited to: Need assessment (School Selection) Conduct rapid structural and safety assessments of candidate schools. Prioritize and select schools based on the highest rehabilitation needs, feasibility for rapid intervention, and alignment with project criteria. Detailed Assessment (For Selected Schools) Perform precise quantity surveying for all required rehabilitation works (doors, windows, ceilings, floors, blackboards). Identify specific needs for gender-sensitive WASH facilities (separate latrines for girls). Define requirements for children with disabilities (accessibility ramps, adapted toilets, ergonomic furniture, assistive learning tools). Assess the additional needs of IDPs and marginalized children (extra classroom capacity, furniture density, and basic learning materials). Preparation of Cost Estimates & Quotation Documents Prepare detailed Bills of Quantities (BOQs) and technical specifications for each school individually. Outline precise quality standards for construction materials, furniture, WASH supplies, and inclusive assistive devices to serve as the basis for bidding. Tender Analysis & Contractor/Supplier Selection Participate in the technical evaluation committee to review and analyze submitted bids. Compare proposals based on cost competitiveness, technical quality, and prior experience Provide technical recommendations for awarding contracts to the most capable contractor and supplier. Supervision & Follow-up (Execution Phase) Supervise daily on-site rehabilitation activities to ensure full compliance with approved specifications and drawings. Monitor the contractor's performance regarding workmanship, material quality, and site safety. Track the supplier's performance regarding timely delivery, quantity accuracy, and quality of furniture and WASH equipment. Enforce the project timeline, identify potential delays early, and implement corrective actions to ensure all activities are completed on schedule. Provide weekly progress reports. Safeguarding Adhere to the organization’s safeguarding framework, including Protection from Sexual Exploitation and Abuse (PSEA), child protection, anti-harassment, and ethical conduct policies, ensuring alignment with international standards (e.g., Core Humanitarian Standard, UN CRC). Promptly report safeguarding concerns or violations through designated channels, maintain confidentiality, and participate in mandatory safeguarding training to uphold a safe, inclusive environment for all stakeholders. Any other related duties as assigned by direct supervisor QUALIFICATIONS AND SKILLS: Bachelor’s degree in Engineering or Technical Equivalent, preferably in Civil Engineering, Water and Sanitation, or any relevant fields. A Minimum of Two year of experience in the sector of WASH projects Very good computer skills MS office (Word, Excel). Ability to work under pressure and manage personal stress levels. Strong understanding of Humanitarian principles. Fluent Arabic-English (spoken/written) working English for reporting. Familiarity with Taiz Governorate , west coast area and Al-Wazi’iyah District Have an experience with ADRA is preferable and add value.
