CALL FOR TENDER NOTICE Object: Open consultation N° [2025/LOG/003/MSF/CH] Laboratory building Médecins Sans Frontières Switzerland (MSF-CH) is planning to build new Laboratory Facility for Al Qaeda Hospital. To this effect, MSF-CH has decided to request the intervention of an external partner for the execution of the construction works. To respond to this consultation, you need to satisfy the following criteria: Be in compliance with the local, regional, and national administration (registration in the trade register, taxes, insurance, from North Yemen) Provide a certificate of non-bankruptcy and non-exclusion from public procurement as well as a certificate of non-liquidation of assets. The lead time for these works is 3 weeks maximum as of the service order. The candidates can get additional information on documents or site visit at the: MSF-CH Office of Al Qaeda Hospital, Emad Mahram MSFCH-kilo-ConstructionManager@geneva.msf.org A site visit will be organised. The bidding shall be received in (1) hardcopy to the following address by: 21/09/2025 at 15:00 PM (local time). Address for offer submission: MSF-OCG Coordination office in Sana’a, Diplomatic area, Djibouti Str., Behind Future School, House no. 47 – Sanaa The unsealing of the bids will be carried out on: Monday 22nd of September from 8.30 AM (local time) in the meeting room of MSF-CH General Office in Sanaa in attendance of the representatives of the applicants who should be present. Incomplete bids or received after the set deadline will be rejected. The bids sent or submitted must be sealed on receipt, with a clear and visible mention “Do not open, tender documents”. The applicants will stay bound by their bid for 90 days, as of the date of submission. By reasoned decision MSF-CH reserves the right not to follow up with part or the entirety of the present consultation. إشعار دعوة لتقديم العطاءات الموضوع: مناقصة مفتوحة رقم [2025/LOG/003/MSF/CH] مبنى المختبر تخطط منظمة أطباء بلا حدود سويسرا (MSF-CH) لبناء مختبر جديد لمستشفى القاعدة. ولهذا الغرض، قررت منظمة أطباء بلا حدود - سويسرا الاستعانة بشريك خارجي لتنفيذ أعمال البناء. للمشاركة في هذه المناقصة، يجب استيفاء المعايير التالية: الالتزام بالأنظمة الإدارية المحلية والإقليمية والوطنية (التسجيل في السجل التجاري، الضرائب، التأمين، من شمال اليمن). تقديم شهادة عدم إفلاس وعدم استبعاد من المشتريات العامة، بالإضافة إلى شهادة عدم تصفية الأصول. مدة تنفيذ هذه الأعمال ثلاثة أسابيع كحد أقصى من تاريخ طلب الخدمة. يمكن للمرشحين الحصول على معلومات إضافية حول الوثائق أو زيارة الموقع عبر مكتب منظمة أطباء بلا حدود في مستشفى القاعدة، عماد محرم MSFCH-kilo-ConstructionManager@geneva.msf.org سيتم تنظيم زيارة للموقع. يجب تقديم العطاءات (نسخة ورقية واحدة) إلى العنوان التالي قبل: 21/09/2025 الساعة 03:00 مساءً (بالتوقيت المحلي). عنوان تقديم العطاءات: مكتب التنسيق التابع لمنظمة أطباء بلا حدود السويسرية في صنعاء، الحي الدبلوماسي ، شارع جيبوتي، خلف مدارس المستقبل، منزل رقم 47. سيتم فتح العطاءات في: يوم الاثنين 22 سبتمبر، الساعة 8:30 صباحًا (بالتوقيت المحلي)، في قاعة الاجتماعات بمكتب منظمة أطباء بلا حدود - سويسرا في صنعاء، بحضور ممثلي مقدمي العطاءات الذين يجب أن يكونوا حاضرين. سيتم رفض العطاءات غير المكتملة أو التي يتم تسليمها بعد الموعد النهائي المحدد. يجب أن تكون العطاءات مختومة عند الاستلام، مع كتابة عبارة واضحة وظاهرة: "لا تفتح، وثائق العطاء". سيظل المتقدمون ملتزمين بعروضهم لمدة 90 يومًا من تاريخ التقديم. تحتفظ منظمة أطباء بلا حدود - سويسرا بحقها، بقرار مسبب، في عدم متابعة جزء أو كامل هذه المناقصة.
