Call for Expression of Interest –Pure Hands Partnership Opportunity Open to Local Civil Society Organizations (CSOs) Only About Pure Hands Pure Hands is an international organization -registered 501(c)(3) humanitarian and development with a decade of frontline operational experience in Yemen and other countries, founded with an unwavering commitment to alleviating poverty and delivering life-saving assistance to the most vulnerable populations in the world. Over more than a decade of continuous operational presence in Yemen, Pure Hands has implemented in excess of 400 humanitarian and development projects, evolving from an emergency relief provider into a multi-sectoral development actor that bridges immediate humanitarian response with long-term, sustainable development programming. Pure Hands maintains active operational presence through its multiple field offices, and extends its reach across additional governorates. All operations are guided by the core humanitarian principles of humanity, neutrality, impartiality, and independence. Purpose of This Call Pure Hands is inviting local civil society Organizations (CSOs) operating in Yemen to submit an Expression of Interest (EOI) for partnership. This call is specifically directed at locally registered Organizations with demonstrated field presence and operational capacity. The objective of this call is to identify and pre-qualify eligible local partner Organizations with proven experience and operational efficiency in programme delivery, in alignment with humanitarian standards and donor requirements. Qualified Organizations will be added to Pure Hands’ Partner Roster and considered for current and future implementation opportunities as they arise. Organizations with strong institutional potential but limited current capacity are also encouraged to apply. Such Organizations may be considered for structured capacity-building support within the framework of this partnership initiative, in line with Pure Hands’ commitment to localization and strengthening the local humanitarian ecosystem. Priority Sectors Partnership opportunities may cover a broad range of humanitarian, development, resilience, governance, and community-based programming sectors, in alignment with Pure Hands strategic priorities, operational needs, and donor requirements. Particular consideration will also be given to programmes that promote gender equality, protection, social inclusion, and support for vulnerable and marginalized groups, including women, children, and persons with disabilities. Through this partnership framework, Pure Hands seeks to establish inclusive, effective, and sustainable collaborations with qualified local partners across diverse areas of intervention, while also strengthening institutional capacities, advancing localization efforts, and contributing to long-term humanitarian and development impact within local communities. Eligibility Criteria Applicant Organizations must meet the following minimum requirements: Formally registered under applicable national legal frameworks (national NGO) Demonstrated prior experience in implementing humanitarian or development programmes Functional minimum institutional systems in place, including administrative and financial management Capacity to access and operate in target communities and conduct field activities Commitment to humanitarian principles and standards of transparency and accountability Willingness to comply with donor requirements and institutional due diligence procedures Scope of Partnership Partnerships may include, depending on priority requirements and funding modalities: Strategic and long-term partnership engagement Direct project implementation or sub-grant arrangements Collaboration within consortia arrangements Institutional and technical capacity development support Assessment and Selection Process All applications will be subject to a technical and institutional review process. Organizations meeting the required criteria will be included in the Pure Hands Partner Roster for use in future partnership and implementation opportunities.
