About AFH: Action For Humanity International is a non-government organization dedicated to providing humanitarian aid, advocating for social justice, and promoting sustainable development in Yemen and other areas in need across the globe. Since our inception, we have been addressing some of the most urgent humanitarian crises, while endeavoring to find long-term solutions that enhance the welfare of the communities we serve. Action for Humanity is seeking an experienced and motivated agricultural consultant to join its team as a trainer. The consultant will work with the organization's staff and partner organizations to provide training and technical assistance to smallholder farmers in rural communities. FINANCE MAJOR RESPONSIBILITIES: The position is under the direction of the Finance Coordinator. He/She will be supporting the Finance Manager in providing day-to-day financial support, including the processing of transactions, adhering to donor regulations and AFH policies and procedures, reporting, and assisting in financial analysis. Also, in ensuring that appropriate accounting, control, and reporting processes are adhered to. 1. Purpose of the Position The Finance Officer is responsible for ensuring accurate financial management, compliance with AFH financial policies, and adherence to donor regulations. The position supports program implementation by maintaining sound financial systems, timely reporting, and effective coordination with program, logistics, and finance teams. 2. Key Duties and Responsibilities Financial Reporting & Accounting Prepare and submit required monthly financial reports within specified deadlines to the Head of Finance, as assigned. Maintain complete and accurate books of accounts in line with AFH Finance Policies and procedures. Ensure accuracy and completeness of all financial records and transactions. Update Budget vs Actual (BVA) reports on a weekly basis for all assigned projects. Transaction Review & Compliance Review and verify the accuracy of all financial transactions related to AFH field operations, including: Vouchers Financial Expenditure Reports (FERs) Cash advances and settlements Bank and cash transfers Ensure correct allocation of expenses to projects in accordance with donor rules and regulations. Review procurement-related financial transactions to ensure: Adequate supporting documentation Accuracy of amounts Proper controls over payments Cash & Advance Management Ensure funds availability at all times to support program implementation through proper cash flow management. Safeguard financial resources held in bank accounts and petty cash. Maintain and monitor staff advances, ensuring timely acquittal. Ensure weekly cash reconciliations, report any over/under balances to the FinCO, and investigate discrepancies. Payroll & Statutory Compliance Process monthly payroll accurately and in a timely manner. Ensure correct processing of withholding taxes and social security contributions in compliance with local regulations. Coordination & Support Maintain close and cooperative working relationships with finance colleagues and the Finance Coordinator. Provide financial guidance and support to program and operations staff on financial policies, procedures, and practices. Work closely with program and logistics teams to ensure activities are implemented within approved budgets. Support finance teams in Aden and Sana’a as required. Cover the Finance Assistant during periods of leave. Audit & Controls Serve as a focal point for internal, external, and donor audits, providing timely and accurate responses to audit queries. Support the implementation of audit recommendations (internal and external). Identify areas for financial and administrative improvement and support the implementation of feasible solutions. Documentation & Archiving Ensure all finance documents and payments (soft and hard copies) are: Properly filed Securely stored Easily retrievable and audit-ready Other Responsibilities Attend HQ meetings as required. Maintain a strong commitment to AFH’s Code of Ethics, demonstrating integrity and professionalism with colleagues, vendors, beneficiaries, and the public. Perform any other duties assigned by the direct supervisor. 3. Qualifications Bachelor’s degree in Accounting, Finance. Minimum 3–5 years of relevant finance or accounting experience, preferably with NGOs or humanitarian organizations. Strong knowledge of donor compliance requirements (e.g. UN, EU, USAID, FCDO, etc.). Proven experience in budget preparation, financial reporting, and audit processes. 4. Skills & Competencies Strong understanding of accounting principles, financial controls, and internal control systems. Excellent skills in financial reporting, budget monitoring, and expenditure analysis. High proficiency in Microsoft Excel and accounting software (experience with NGO financial systems is an asset). Strong analytical skills with high attention to detail. Ability to manage multiple priorities and meet strict deadlines under pressure. High level of integrity, confidentiality, and professional ethics. Strong communication and coordination skills with the ability to work effectively in cross-functional teams. Good command of written and spoken English (Arabic proficiency is an asset).
