Technical Assistant Facility for Yemen (TAFFY) . is currently seeking to recruit a Multimedia Production Expert to support the implementation of the Government of Yemen Communications Strategy under the TAFFY Programme. The Expert will work closely with the Project Management Team and the Ministry of Information (MOI) to strengthen the Ministry's Communications Team through high-quality multimedia production, visual storytelling, and digital content development. The Multimedia Production Expert will work alongside the Ministry of Information (MOI) Communications Team to strengthen its multimedia production, visual storytelling, and digital content development capabilities. Through technical mentoring, practical coaching, and the application of best practices, the Expert will support the Ministry to strengthen its institutional capability to plan, produce, manage, and continuously improve professional, audience-centred multimedia content across its digital communication platforms beyond the life of the project. Principal Duties and Responsibilities (Essential Functions) Mentor and support MOI staff to plan and produce high-quality videos, photography, graphics, animations, and other multimedia content that supports government communications campaigns and strategic communications activities. Guide MOI staff in developing creative concepts, storyboards, and visual content that communicate key government messages in an engaging, accessible, and audience-centred manner. Mentor and support MOI staff in filming, photography, editing, captioning, subtitling, graphic design, and the production of platform-specific multimedia content for the Ministry's website and approved digital communication platforms. Facilitate the development of reusable multimedia templates, branding assets, and content toolkits with MOI staff to support consistent communications across the Ministry. Guide MOI staff in applying quality standards to ensure multimedia content is credible, accurate, accessible, culturally appropriate, and aligned with approved communications strategies, narratives, and branding standards. Mentor MOI staff in optimising multimedia content for publication across the Ministry's website, Facebook, YouTube, X, and other approved digital communication platforms. Provide practical mentoring, coaching, and on-the-job support to strengthen MOI staff's application of multimedia production techniques using professional and low-cost production methods, including mobile phones and basic editing software, where appropriate. Support MOI staff to establish practical multimedia production planning processes, digital asset management practices, content organisation systems, and efficient production workflows. Work closely with the Project Management Team, project experts, advisors, and Ministry of Information counterparts to ensure multimedia activities support communications objectives, reinforce consistent messaging, and are coordinated across all workstreams while progressively transferring responsibility to MOI staff. Facilitate regular content review sessions with MOI staff, supporting them to incorporate audience feedback, campaign performance findings, and lessons learned to continuously improve multimedia content. Support the Ministry of Information to embed sustainable multimedia production practices, digital asset management, and quality assurance processes within its routine communications functions, promoting long-term institutional capability beyond the life of the project. Deliverables, Knowledge Transfer and Ownership The Consultant shall ensure that all multimedia products and supporting materials developed under this consultancy are produced in collaboration with the Ministry of Information (MOI) and transferred in a complete, organised, and usable format to strengthen the Ministry's long-term institutional capability and support the sustained production and management of high-quality multimedia content beyond the life of the project. The Consultant shall: Guide and mentor MOI staff in developing and maintaining high-quality multimedia products, including videos, photographs, graphics, animations, templates, and other digital communication assets in editable formats. Develop practical guidance and maintain documentation covering multimedia production processes, digital asset management, production workflows, quality standards, and content organisation practices to support the Ministry's continued application and refinement of these approaches. Provide all editable source files, project files, raw footage, photographs, graphics, templates, branding assets, guidance notes, user manuals, and supporting documentation developed during the consultancy, ensuring these resources can be maintained, adapted, and further developed by the Ministry. Provide practical mentoring, coaching, and on-the-job support to strengthen the capability of designated MOI staff to independently plan, produce, edit, publish, and manage multimedia content. Facilitate the progressive handover of multimedia production tools, workflows, systems, and responsibilities through practical mentoring and collaborative application, enabling MOI staff to independently manage and further develop the approaches established during the consultancy. Conduct a final mentoring and handover session, including practical demonstrations, user guidance, and reference materials, to support the Ministry's continued use, maintenance, and further development of all multimedia assets, production tools, and workflows established under the consultancy. Ensure that all work is fully documented, properly archived, and formally handed over before completion of the consultancy. Ownership All multimedia products, photographs, video footage, graphics, animations, templates, project files, raw files, branding assets, training materials, methodologies, user guides, and other deliverables developed or co-developed under this consultancy shall become the property of the Ministry of Information through the project. The Consultant shall not reproduce, publish, distribute, or use these materials for any purpose outside this consultancy without the prior written approval of Chemonics and the Ministry of Information. Required Skills and Qualifications To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties. University degree in multimedia production, film, media, visual communications, graphic design, digital media, or a related field. Relevant professional experience and a strong portfolio may be accepted in lieu of a university degree. 5–7 years of relevant professional experience in multimedia production, digital content production, visual storytelling, or a closely related field. Demonstrated experience producing high-quality video, photography, graphics, and digital multimedia content. Strong practical skills in filming, photography, video editing, graphic design, captioning, and subtitling. Proven ability to develop creative concepts, storyboards, and audience-centred visual content that translate key messages into clear and engaging multimedia products. Proficiency in relevant video editing, graphic design, and multimedia production software, digital tools, and mobile applications used for content creation and editing. Experience producing and optimising multimedia content for websites and social media platforms, including Facebook, YouTube, and X. Strong understanding of visual storytelling, branding consistency, content quality, and accessible digital content. Experience developing multimedia templates, visual assets, content toolkits, and reusable production resources. Knowledge of digital asset management, content organisation, and multimedia production workflows is highly desirable. Experience using professional and low-cost production methods, including mobile-based content production, is an advantage. Experience providing technical mentoring, practical coaching, or capacity strengthening to communications or multimedia teams is highly desirable. Strong organisational and communication skills, with the ability to work collaboratively with communications teams and multidisciplinary experts. Fluency in Arabic is required; proficiency in English is an advantage. A strong portfolio of relevant multimedia production work is required.
