REQUEST FOR EXPRESSION OF INTEREST (EOI) Ref: YEM/WFP/LOG-EOI/01/2026 Provision of Transport and Logistic Services Closing on 31.12.2025 at 13:00 hrs (Yemen Local Time) Background The United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience across the world. WFP Yemen moved around 135K MT of food commodities in 2024 in the country, serving more than 10K FDPs. The Purpose of this EOI The WFP Supply Chain[SH1] Unit seeks to update and upgrade its roster of Transport and Logistic service providers and therefore, invites and hereby requests Expression of Interests from qualified Service Providers operating in Yemen. Interested Service Providers who meet below minimum requirements for registration must submit the Expression of Interest to e-mail: yemen.logisticscontracting@wfp.org to receive the Supplier's Registration Form. After the deadline for submission of responses, WFP will evaluate responses received and will notify eligible participants of their acceptance in the roster. Objective - EOI for Service Providers Operating in Yemen WFP Yemen seeks reputable and legally registered service providers operating in Yemen for the following services: Transportation (inland and overland) Customs clearance / clearing and forwarding services Fumigation / pest control services Warehouse management Assembly, dismantling and ground levelling / compacting services for MSU’s (mobile storage units) This request for Expression of Interest (EoI) aims to identify qualified service providers to provide services listed above. WFP Yemen invites eligible service providers to express their interest in providing the requested services. Service Requirements Transportation of food commodities (e.g., cereals, pulses, edible oils, blended foods, sugar etc.) packaged in bags[SH2] , carton and tins as well as in bulk and Non-Food Items (NFIs) inside Yemen and cross-border/internationally from Oman and KSA. Transportation for temperature-controlled cargo including but not limited to food, medical items and other NFIs. Customs clearance / clearing and forwarding services / transport (from ports Hodeida / Saleef / Aden / Mocha / Mukalla and Aden / Sana’a airports to WFP warehouses), Port Operations and ancillary services (incl. breakbulk discharge). Fumigation and pest control services including fumigation of food commodities, spraying and fogging services for WFP warehouses and its partners in all governorates in Yemen. Warehouse management services This request for EoI is the initial step for the first stage for shortlisting. After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation. Eligibility Criteria The main evaluation criteria for shortlisting are as follows: Relevant past experience (Minimum 5 years [SH3] of proven experience of transport / logistic services) Must be able to deliver services to all WFP Area Offices (AOs) and Field Offices (FOs) across Yemen. (If there any restrictions please specify). Emergency delivery capabilities Legal status to conduct the needful services (Valid business license and work permit) Office presence in the Republic of Yemen How to prepare and submit your Expression of Interest In order to participate in the pre-qualification exercise, companies are required to provide the following: EOI Response form (attached with the EOI) WFP Logistics Services Questionnaire filled, signed and stamped Supporting documents to be enclosed with the signed EOI Company Profile Organisation Structure Certificate of Incorporation Valid business license translated into English Valid commercial certificate translated into English Valid tax card translated into English Valid work permit translated into English Any other licenses or authorizations issued by the relevant government authority (for example: MoAgriculture license to handle food fumigation, pest control and dealing with relevant chemicals) translated into English Technical CVs (as required) Bank Certificate (that the supplier has a valid Bank account number and is financially dependable) Audited Financial statements of the applicant for the year 2023 & 2024 At least five references from major clients (in the last three years) Signatory by the authorized company representative and company stamp. All documents should be presented in English and/or Arabic. Companies wishing to apply must translate the company’s trade name at a certified translator and attach a copy of the translation when requesting the questionnaire. The trade name in English must be identical in all the documents and licenses mentioned above. All supporting documentation listed above shall be prepared in accordance with the instructions provided and sent by email to yemen.logisticscontracting@wfp.org; The deadline for response to this request for EOI: 31 December 2025 at 13:00 hrs Yemen Time Please mention the EOI reference in the email subject and specify the service (s) you are interested in being considered for. All documents will be treated as strictly confidential and will not be made available to the public. WFP will not consider incomplete or unsigned submissions as well as submissions after the stipulated deadline. This request for EoI is not an invitation to tender nor does it imply automatic selection to WFP’s shortlist. No rates/prices are required at this stage, and this invitation does not bind WFP to issue any tenders or contracts to the companies expressing their interest. Furthermore, WFP reserves the right to change or cancel this process or any of its requirements at any time during the process.
