Job Title: Security, access, and program Liaison Officer, Yemen Position status: (Full Time) Location: based in Aden but covering the whole country Announcement closing date: 26 Jul 2026 Main Purpose: The Security, Access, and Program Liaison Officer supports risk management in Yemen by ensuring an adequate level of situational awareness, conducting risk analyses, and advising on security threats at the field level. The role ensures that safety and security measures are in place, maintained, and adhered to while also addressing access issues. The officer plays a key role in liaising with Government of Yemen (GoY) and DFA (Ansar Allah) authorities and other relevant stakeholders at the national level to facilitate INTERSOS operations and maintaining strong communication links with government officials and other key interlocutors. Additionally, they assist the Head of Mission in daily interactions to ensure a smooth flow of information and coordination. Reporting to: Hierarchical & Functional Head of Mission Technical Security Support Security Manager Key Responsibilities Security Management 1. Conduct security risk assessments for new areas and routes, providing recommendations and updating security plans accordingly. 2. Maintain an active security network with NGOs, UN agencies, authorities, and security actors to enhance operational access. 3. Engage with local authorities, security actors, and stakeholders to facilitate safe access and acceptance. 4. Contribute to the development and updating of the country security management plan, SOPs and contingency plans, supporting the Head of Mission in decision-making. 5. Conduct security inductions, provide safety and risk management training, and ensure staff are well-informed. 6. Collect, analyze, and report security incidents, assisting in incident management and follow-ups. 7. Support movement planning and tracking, implement road safety measures, and maintain an effective communication and alert system. 8. Identify security needs, coordinate with logistics for appropriate measures, and ensure safety protocols in vehicles and premises. 9. Track legal and procedural changes affecting security and provide timely updates to the Head of Mission. 10. Represent INTERSOS in security meetings and negotiations to secure access and gather relevant information. Access and Liaison 1. Establish and maintain effective communication with key stakeholders, including local authorities (GoY and DFA), community leaders, and other relevant actors. 2. Coordinate the end-to-end submission, tracking, and monitoring of sub-agreements with relevant authorities to ensure timely compliance. 3. Manage the full cycle of visa and residency applications for international staff, ensuring adherence to regulatory timelines and requirements.Develop and maintain strong relationships with local authorities and power brokers to support humanitarian access and operational continuity. 4. Support the Head of Mission and Project Managers with timely processing and submission of legal and administrative documents related to renewal of Principal Agreements and project specific sub-agreements and extension requests. 5. Organize and participate in stakeholder meetings as required, preparing talking points and reporting on meeting outcomes. 6. Support the Head of Mission and Prog Co in identifying and resolving humanitarian access constraints to ensure uninterrupted program delivery. Requirements Education 1. University degree in management, administrative science or other relevant discipline 2. Relevant security training preferably HEAT Professional Experience 1. Minimum of 3 years of work experience in security, humanitarian access, or a related field in a humanitarian/recovery context. 2. Must have a demonstrable track record in organizing and completing liaison-based tasks with government stakeholders - SAs, visas, residencies, ad-hoc requests. 3. Experience in safety, security, and risk analysis in complex operational environments 4. At least 2 years of experience in an INGOs context in Yemen 5. Strong computer skills (Word, excel, internet) must be familiar with GoY and DFA online portal Personal Attributes 1. Moral integrity 2. Organisation and document retention are critical. 3.
