Call for External Collaborator – Market Systems Development and Intervention Facilitation Consultant under the Tasree Programme

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The International Labour Organization is seeking an individual consultant to support the design, facilitation and implementation of Market Systems Development interventions under the Tasree programme. The consultant will work closely with the ILO, intervention implementing partners and relevant public and private market actors to identify intervention opportunities, refine intervention concepts and support their operationalization. The assignment will include facilitating partner engagement, clarifying roles and incentives, developing intervention results chains and implementation arrangements, supporting regular technical coordination and identifying solutions to implementation bottlenecks. The consultant will also provide adaptive management support by reviewing intervention progress, documenting risks and emerging market responses, recommending practical adjustments and strengthening linkages between implementing partners and other market actors. The assignment will contribute to more effective, sustainable and scalable interventions that support enterprise growth, inclusive economic opportunities and decent employment. Expected outputs include an inception and facilitation roadmap, intervention-design and partnership-support documentation, implementation and adaptive-management support, stakeholder and action trackers, and a final learning and recommendations note. Applicants should demonstrate relevant experience in Market Systems Development, private-sector development, intervention design, partnership facilitation and stakeholder coordination, as well as strong knowledge of the Jordanian market and institutional environment.
