Position Title: Community Engagement & AAP/CFM Assistant (2) Duty Station: Al Khukhah District, Al Hudaydah Governorate (IRG areas) – Field-based Reports To: Team Leader / Site Management Officer Travel Requirement: 80% field travel across assigned IDP sites; supports community-facing activities Position Purpose To support the mobile CCCM team in establishing and maintaining effective two-way communication, community participation, and accountable feedback mechanisms across 27 targeted IDP sites. The Assistant ensures that affected populations—particularly women, girls, and marginalized groups—can safely access information, provide feedback, and participate in decisions affecting their lives. 2. Key Responsibilities & Duties Install, maintain, and monitor CFM access points (suggestion boxes, CFM desk, awareness banners) across assigned sites. Receive, register, and triage complaints/feedback using standardized, confidential registers (digital + hard copy), ensuring sensitive cases are escalated per PSEA/data protection protocols. Support "closing the loop": follow up with complainants on resolution status and document outcomes for reporting. B. Two-Way Communication & Risk Awareness Disseminate key messages (early warnings, service updates, rights awareness) via brochures, posters, noticeboards, and community sessions. Conduct targeted outreach to ensure marginalized groups (women, PwD, elderly) are aware of CFM channels and can access them safely. Collect community perceptions and feedback on program quality, accessibility, and cultural appropriateness. Assist Team Leader in facilitating monthly site committee meetings: prepare agendas, document minutes, and track action items. Support inclusive participation: ensure women, youth, and persons with disabilities are consulted and represented in decision-making. Validate community-identified priorities and feed them into CCCM gap analysis and referral planning. Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) standards among beneficiaries and community volunteers. Provide basic guidance on safe reporting pathways for protection concerns (without conducting case management). Model respectful, non-discriminatory engagement in all community interactions. Submit weekly CFM summaries, community feedback logs, and outreach activity reports to Team Leader. Support data collection for KAP surveys, PDM, or other MEAL activities as needed. Ensure all community-facing materials are in clear, accessible Arabic and culturally appropriate. 3. Qualifications & Experience Requirements Essential Diploma or Bachelor's degree in Social Work, Community Development, Communication, or related field. Minimum 2 years of experience in community engagement, AAP/CFM, or humanitarian outreach, preferably in Yemen. Demonstrated experience managing feedback mechanisms, facilitating community meetings, or conducting awareness sessions. Strong understanding of PSEA, safeguarding, and inclusive programming principles. Fluency in Arabic (native); basic English reading/writing skills. Desirable Experience working with IDP/Host communities or in CCCM/Protection programs. Training in active listening, conflict mediation, or Psychological First Aid (PFA). Familiarity with simple data collection tools (paper-based or digital). 4. Competencies & Skills Technical: CFM management, community mobilization, basic facilitation, confidential documentation. Interpersonal: Empathy, cultural sensitivity, trust-building, patience with vulnerable groups. Communication: Clear verbal communication in local dialects, basic report writing, visual communication skills. Values: Integrity, confidentiality, commitment to accountability and community dignity. 5. Working Conditions & Safeguards Field-based role with frequent community interaction; adherence to DEEM's security and safeguarding protocols is mandatory. Staff receive orientation on PSEA, data protection, and safe community engagement practices. DEEM provides necessary materials (CFM boxes, brochures, visibility items) and transport support for field activities. Reasonable accommodations available for persons with disabilities.
