Financial Officer

Position: Financial Officer Status: Full-time Location: Aden, Yemen Reporting To: Executive Director / Programme Coordinator/ Head of the Office Gender Requirement: Female (in line with organizational gender-diversity policies) 1. Background and Purpose The Financial Officer plays a critical role in ensuring financial accountability, compliance, and efficient resource management within the organization. The position supports strategic decision-making through accurate financial planning, reporting, and analysis, while ensuring full compliance with donor requirements—particularly UN agencies and Yemen Humanitarian Fund (YHF) guidelines. The role combines financial oversight, grant management, and system-based financial operations (Onyx Pro ERP), ensuring transparency, audit readiness, and alignment with organizational and donor standards. 2. Objectives Ensure effective financial planning and budget management Maintain compliance with donor regulations (especially YHF and UN agencies) Strengthen internal financial systems and controls Deliver accurate, timely financial reporting Support efficient and accountable project implementation 3. Scope of Work / Key Responsibilities 3.1 Budgeting and Financial Planning Develop and manage annual organizational and project budgets Prepare financial forecasts and funding requests Ensure alignment with donor requirements and organizational priorities 3.2 Financial Reporting Prepare accurate internal and external financial reports, including Interim and Final Financial Reports (FFRs) Generate reports directly from Onyx Pro ERP for submission to donor systems (e.g., GMS) Ensure timely, transparent reporting in compliance with donor and regulatory standards 3.3 Grant Management Set up project codes and cost centers in Onyx ERP for donor-funded projects Monitor fund disbursement and ensure proper allocation per agreements Ensure compliance with YHF Operational Manual (cost eligibility, documentation, budget flexibility) Track and manage multiple grants with “ring-fenced” financial controls 3.4 Cash Flow and Treasury Management Manage organizational cash flow to ensure operational continuity Oversee financial transactions and donor fund utilization Ensure proper documentation and authorization of all payments 3.5 Financial Compliance and Audit Ensure compliance with national laws, tax regulations, and donor requirements Lead preparation for audits, spot checks, and financial reviews Ensure all financial records and vouchers meet donor compliance standards 3.6 Financial Analysis and Performance Monitoring Analyze financial data to assess project performance Monitor budget utilization and flag over/under-spending Provide recommendations to improve cost-efficiency and effectiveness 3.7 System Management (Onyx Pro ERP) Maintain and optimize financial systems within Onyx ERP Configure alerts for budget tracking and compliance monitoring Develop templates aligned with donor reporting formats Ensure data accuracy and system integrity 3.8 Internal Controls and Risk Management Establish and maintain robust financial control systems Identify financial risks and implement mitigation strategies Prevent fraud, mismanagement, and non-compliance 3.9 Coordination and Collaboration Work closely with program, HR, operations, and MEAL departments Support proposal development and budgeting processes Ensure financial considerations are integrated into program planning 4. Qualifications and Requirements Education & Experience Minimum 3–5 years of experience in NGO financial management Proven experience managing donor-funded projects, particularly YHF/UN grants Technical Skills Advanced proficiency in Onyx Pro ERP • Experience with UN Grant Management Systems (GMS) • Strong knowledge of YHF guidelines and compliance frameworks Knowledge & Skills • Strong understanding of financial reporting, budgeting, and audits • Familiarity with Yemen tax laws and NGO financial regulations • High attention to detail and analytical skills • Strong organizational and communication abilities 5. Deliverables • Annual budgets and financial forecasts • Monthly, interim, and final financial reports • Audit-ready financial documentation • Compliance reports aligned with donor requirements • Functional and optimized financial system (Onyx ERP) 7. Duration and Performance This is a full-time position.
