Job Title: Health and Nutrition Officer Reports to: Programme Manager - Health & Nutrition Direct reports: Health and Nutrition Support Officers Contacts/Key Relationships: Internal: Health and Nutrition Programme team, WASH, MEAL, Operations and Logistics Team, Finance and HR team. External: local/national NGO partners, MoPHP, SBDMA, GHO, DHO, Health cluster, Nutrition cluster and other NGOs as required. Job Location: Aden with movement to other Governorates where Concern works. Contract Details: Fixed Contract till 31st December 2026, with possibility for extension based on fund availability and performance. Grade: GB4 Job Purpose: The Health and Nutrition (H&N) Officer will be responsible for effective planning, implementation, and monitoring of integrated health and nutrition services in accordance with national protocols, donor requirements, and established humanitarian and quality standards. The role supports the H&N Manager in the design and development of the health and nutrition programme, including coordination with communities and local authorities to identify priority needs and appropriate interventions, conducting Health Facility Assessments (HFAs), working closely with and providing technical guidance to Health and Nutrition Support Officers, providing early technical insights into programmatic gaps, risks, and emerging challenges, and generating field-level data and analysis to inform project design and adaptive programming. She/he will be responsible for the supervision and day-to-day technical oversight of health and nutrition interventions as per the project log frame, MEAL and activity plans, including direct supervision, mentoring, and capacity building of Health and Nutrition Support Officers, with frequent field visits to ensure quality implementation of services in targeted health facilities, outreach and mobile teams (if any), early identification of implementation bottlenecks, quality and compliance issues, monitoring, reporting, and verification, validation, and eligibility checks of service delivery data, and basic technical analysis and triangulation of field data to inform timely corrective actions. The role includes the provision of on-the-job technical support to health and nutrition workers at the facility and community levels, contributing to continuous quality improvement of services. The role also coordinates with local health authorities and actively participates in coordination forums, including clusters and technical working groups. Main duties & Responsibilities: A. Programme Design and Development Support the H&N Manager to conduct gap analysis, needs assessment, and HFA to identify priority health and nutrition sector needs and interventions in collaboration with target communities, cluster and local authorities. Support the H&N Manager in the programme design/drafting of the project proposal by collecting field-level data from the health facilities and at the community level to work on appropriate project activities, BOQs, logframe/indicators and budgeting for new programme, revision or adaptation in existing programmes. Support local NGO partners in health/nutrition-related needs assessment/HFA and proposal /programme development. Work on the project sub-agreements related to the health and nutrition project and coordinate with the relevant authorities, including MOPIC and MOPHP, for timely approval of the project sub-agreement. B. Programme Implementation and Monitoring Work on the project implementation plan and the orientation of the relevant staff and health/nutrition workers on project activities, technical requirements, timeline, indicators and targets. Coordinate with GHO/DHO on timely availability and deployment of gender balance and qualified health and nutrition workers in targeted health facilities, outreaches and mobile clinics (if any). Coordinate and supervise day-to-day implementation and supervision of field activities at health facilities, outreach, and mobile team (if any), including attendance of the health and nutrition workers in targeted sites. Ensure that targeted health facilities, mobile team and outreaches have the necessary tools, cleaning/IPC supplies, medicines, medical supplies, nutrition commodities and equipment to deliver quality health and nutrition services. Provide on-the-job training and supervision for health facility staff and community health workers/Volunteers (CHW/CHVs) to ensure technical standards are met and to strengthen local capacities. Conduct routine monitoring visits to targeted health facilities, mobile outreach and mobile clinics (if any) and target communities to ensure quality implementation, seek feedback from programme participants and submit monitoring/supervision report to H&N Manager and Programme Director. Conduct monthly progress review meetings with the health facility Manager and community health committees across targeted health facilities, review programme records, and provide feedback for any improvement needed in service delivery. Conduct monitoring and support visits to local partners and, in collaboration with the H&N Manager and Programme director, discuss findings/recommendations with the partners for necessary improvement and adaptation in the programme. Facilitate and participate in joint monitoring visits of the health/nutrition programme with local authorities, including GHO, DHO, MOPHP and MOPIC. E. Documentation and Reporting Ensure that the targeted health facilities, outreaches and mobile clinics have the necessary reporting templates/registries for documentation and reporting of activities and health/nutrition indicators in line with the MOPHP, DHIS, internal, donor and clusters reporting requirements. Support and supervise the health/nutrition workers to ensure that they understand the documentation and reporting requirements, including awareness of data protection and privacy of health records. Collect monthly documentation and data from targeted health facilities, outreached and mobile clinics (where applicable) for monthly internal, DHIS, donor and cluster reporting. Submit monthly progress updates as per the cluster activity info/DHIS2 and reporting requirements. Ensure accurate documentation of health and nutrition records at targeted health facilities and in the office for review, audits, donor reporting, and compliance checks. Provide data, inputs and progress updates for donor and internal annual reporting, including progress on approved activities, results and indicators. Work on and submit reports as required by local authorities, including MOPHP, GHO and MOPIC. Collect and document case studies, success/impact stories for reporting to donors, local authorities, programme visibility and for internal fundraising and advocacy with the relevant stakeholders and donors. F. Coordination & Representation Represent Concern in external meetings, workshops, and consultation meetings at various health and nutrition forums (including clusters, sectoral/thematic task force and technical work groups, RCT) at national, district and governorate levels. Maintain positive collaborations with MoPHP, GHO and DHO at national, district and governorate levels to ensure strong coordination with local authorities in planning, implementation and monitoring of health and nutrition programmes. Identify, map and coordinate with other partners to avoid duplication, share learning/best practices, promote complementarity and find opportunities to link or refer programme participants to mandated service providers, including secondary care, MHPSS, protection/GBV partners and organisations of persons with disabilities (OPDs) H. Compliance, Accountability & Safety Ensure compliance with humanitarian principles, safety protocols, and organisational SOPs. Ensure compliance with national health and nutrition guidelines and protocols Uphold safeguarding policies, Prevention of Sexual Exploitation and Abuse (PSEA), and Code of Conduct standards. Other: Undertake other related duties as may reasonably be assigned by the line manager. Accountability In line with Concern’s commitments under the Core Humanitarian Standard (CHS): actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E); work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed; work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities. Person specification: Essential Bachelor’s degree in Medicine, Public Health, Nutrition, or a related health field. Minimum three years of experience in Primary Health Care (PHC) services. Demonstrated experience in health/nutrition programming implementation as per Yemen MSP National Programs/CMAM guidelines. Demonstrated experience of working in humanitarian sectors with NGOs/UN agencies, particularly at the field level, supervision and managing health/nutrition projects. Proficiency in MS Office, particularly Excel. Desirable Experience with DHIS Trained/knowledge on multiple PHC service programs. Familiarity with humanitarian supply chain procedures.
