Who are we? BCFHD is a non-profit, non-governmental humanitarian and development organization that was established in 1996 aiming at achieving Sustainable Development Goals and Humanitarian Response through implementing various programs and projects that provide humanitarian and development services to the community. BCFHD works in all governorates of the Republic of Yemen in humanitarian and development fields in several key sectors including Food Security & livelihoods, Education, Protection, WASH, and Shelter. Key Responsibilities To support the effective and efficient implementation of all Human Resources (HR) functions and procedures by providing administrative and technical assistance to the Human Resources Department. The role ensures compliance with organizational policies and procedures, labor laws, and donor requirements while contributing to the establishment of a well-organized, professional, and motivating work environment that supports the Association’s strategic objectives. Key Duties and Responsibilities The Human Resources Assistant will be responsible for, but not limited to, the following: 1. Personnel Records Management Establish, organize, maintain, update, and archive both physical and electronic personnel files. Ensure that all required employee documentation is complete and up to date. Maintain employee records with the highest standards of confidentiality and data protection. 2. Recruitment and Selection Assist in preparing and publishing vacancy announcements. Receive, screen, and organize employment applications. Coordinate written tests, interviews, and other recruitment activities. Communicate with candidates regarding recruitment processes and selection outcomes. Prepare employment offers and employment contracts in coordination with the HR Officer/Manager. 3. Employee Relations and Personnel Administration Monitor employee attendance, leave records, and working hours. Track employment contract expiry dates and probation periods. Prepare employee-related administrative letters and official correspondence. Maintain and regularly update employee records and HR databases. 4. Payroll and Benefits Administration Review attendance and leave records before payroll processing. Follow up on employee allowances, benefits, and entitlements in accordance with organizational policies and procedures. 5. Learning and Development Assist in organizing staff training and capacity-building activities. Maintain training records and documentation. Prepare reports related to staff learning and capacity development. 6. HR Reporting Prepare periodic Human Resources reports. Update HR databases and compile statistical reports as required. 7. Organizational Compliance Ensure compliance with the Association’s policies, procedures, and internal regulations. Adhere to the Code of Conduct, Safeguarding Policies, and the Prevention of Sexual Exploitation and Abuse (PSEA) policy. Comply with anti-corruption, ethics, and conflict of interest policies. Maintain strict confidentiality of all organizational and employee information. 8. Other Responsibilities Perform any other HR-related duties assigned by the direct supervisor in accordance with operational needs. Job Requirement Bachelor's degree in Human Resources Management, Business Administration, or a related field. A minimum of two (2) years of professional experience in Human Resources within non-governmental organizations (NGOs) or humanitarian organizations. Proficiency in Microsoft Office applications, particularly Microsoft Word and Microsoft Excel. Proficiency in using the YemenSoft ERP System is required. Excellent communication and interpersonal skills, with the ability to work effectively as part of a team. Strong organizational and time management skills, with the ability to work efficiently under pressure and manage multiple priorities. High level of professionalism, integrity, and commitment to maintaining the confidentiality of employee and organizational information.
