Organization: Yemen Red Crescent Society “YRCS” – Hodeidah Branch Job Title: HR Officer Duty Station: Hodeidah Governorate Reporting To: Branch Executive Director Duration of Assignment: 9 Months with possibility of extension Terms of employment: Employment is full time according to YRCS guidelines Application Deadline: 26/03/2026 Organizational Context The Yemen Red Crescent Society (YRCS) is a humanitarian organization established by Republican Decree No. (15) of 1970. The northern and southern branches of the YRCS were unified in 1993 into a single national society. It was recognized by the International Committee of the Red Cross (ICRC) in 1982 and joined the International Red Cross and Red Crescent Movement the same year. YRCS operates across all governorates of Yemen and enjoys unique and widespread community acceptance for delivering humanitarian services to the most vulnerable. Its humanitarian approach aims to build community resilience during and after disasters. With support from international partners and local communities, YRCS has strengthened its core functions and operational capacity to improve efficiency and deliver effective humanitarian and relief operations throughout Yemen. Role Summary The HR Officer will lead branch-level human resources functions to ensure effective recruitment, staff administration, payroll support, performance management, and compliance with YRCS policies and Yemeni labour regulations. The role supports staff welfare, volunteer management, and capacity building to maintain a motivated, accountable, and well-documented workforce. Duties and Responsibilities: Recruitment and Onboarding Draft and publish vacancy announcements; coordinate with HQ HR on job descriptions and selection criteria. Screen applications, shortlist candidates, schedule and coordinate interviews, and manage interview panels. Conduct reference and background checks; prepare and issue employment contracts and appointment letters. Design and deliver structured onboarding for new staff and volunteers including orientation sessions, induction materials, and initial probation monitoring. Maintain a candidate database and track recruitment metrics for branch reporting. Staff Records and Administration Maintain accurate and secure personnel files (electronic and hard copy) for all branch staff and volunteers. Process contract renewals, amendments, resignations, and terminations in line with YRCS procedures. Manage leave records, attendance logs, and official travel authorizations; reconcile discrepancies with supervisors. Prepare and submit timely HR documentation required for audits, donor compliance, and internal reviews. Ensure timely issuance of employment certificates, salary statements, and other HR letters. Payroll and Benefits Support Collect and verify monthly payroll inputs including attendance, overtime, allowances, and deductions. Liaise with Finance to ensure accurate and timely salary payments and statutory contributions. Administer staff benefits, insurance enrollments, and reimbursements; follow up on claims and entitlements. Maintain payroll records and support payroll reconciliation and queries. Advise staff on payroll policies and resolve routine payroll-related issues. Performance Management and Learning Coordinate performance appraisal cycles, collect appraisal forms, and follow up with supervisors on development plans. Support identification of training needs and coordinate branch-level training, workshops, and on-the-job coaching. Maintain training records and monitor completion of mandatory trainings and certifications. Support talent development initiatives, internal promotions, and succession planning at branch level. Track and report on staff performance indicators and training outcomes. Policy Compliance and Employee Relations Ensure branch HR practices comply with YRCS policies, code of conduct, and applicable labour laws. Provide guidance to managers and staff on HR policies, grievance procedures, and disciplinary processes. Support investigations into misconduct or complaints, document findings, and recommend corrective actions. Promote and enforce safeguarding, PSEA commitments, child protection, and gender-sensitive practices in recruitment and workplace conduct. Maintain confidentiality and handle sensitive information with integrity. Volunteer Management and Community Engagement Support recruitment, registration, and deployment of volunteers; maintain volunteer rosters and activity logs. Coordinate volunteer orientation, basic training, and recognition activities. Monitor volunteer performance and provide feedback to program teams. Facilitate linkages between volunteers and branch programs to maximize community impact. Reporting and Coordination Prepare monthly and ad hoc HR reports for branch management and HQ HR. Coordinate with HQ HR on recruitment approvals, policy updates, HR information systems, and capacity-building initiatives. Support donor compliance by providing required HR documentation for funded projects. Participate in branch management meetings and contribute to workforce planning and budget inputs. Qualifications and Experience: Education: Bachelor’s degree in Human Resources, Business Administration, Social Sciences, or related field. Experience: Minimum 2 years of HR experience; experience with NGOs or humanitarian organizations preferred. Technical Knowledge: Recruitment, payroll processes, labour law, HR information systems, and MS Office. Languages: Fluent in Arabic; and excellent command of English. Competencies and Personal Attributes: Integrity and respect for confidentiality. Strong communication and interpersonal skills. Organizational ability with attention to detail. Problem solving and ability to work under pressure. Team player with a supportive approach to staff and volunteers. Commitment to humanitarian principles and YRCS mission.
