ICLA and Protection Officer

Background ICLA and Protection programme in NRC Yemen aim to support conflict-affected, displaced and vulnerable populations through integrated protection services, legal assistance, information dissemination, counselling and community-based protection interventions. The ICLA and Protection Officer Yemen Aden is responsible for leading and coordinating implementation of programme activities in the designated areas of operation. Resource Pools (hereafter pool) gather staff in one common team which is organised and managed (but not necessarily physically located) at Head Office. The purpose of pooling is to improve efficiency, equity, access and flexibility. The teams should ensure that all regional staff and country offices have predictable access to the same services and deliver them in an efficient way. Responsibilities Roles and responsibilities Under the direct supervision of ICLA and Protection Team Leader Yemen Aden, the ICLA and Protection Officer Yemen Aden is responsible for planning, implementation and quality delivery of NRC Information, Counseling and Legal Assistance (ICLA) and Protection from Violence (PfV) services in the designated areas of responsibility in line with NRC standards, donor requirements, humanitarian principles and the needs of conflict-affected and displaced populations. Generic Responsibilities Adherence to NRC policies, guidance and procedures. Ensure compliance with ICLA and PfV CC strategies, guidelines and standards. Technical responsibility for the implementation of ICLA/PfV activities in areas of responsibility. Contribute to planning, monitoring, and evaluation processes of ICLA and PfV to ensure quality service delivery and impact measurement. Ensure safe and inclusive programming in ICLA/PfV interventions. Specific responsibilities Implementation and service delivery Lead and coordinate the implementation of ICLA and PfV activities in the areas of responsibility, in accordance with approved proposals, donor requirements, NRC policies, international standards, and local custom. Develop and maintain monthly work plans for PfV and ICLA activities and ensure regular tracking and documentation of progress against set targets and indicators, including timely submission of weekly, monthly, and activity-based reports. Prepare and regularly update service mapping for providers operating in the areas of responsibility. For new or escalating emergencies or crisis, conduct rapid assessments to inform PfV and ICLA programme design. Contribute to monitoring and evaluation of the ICLA and PfV activities, and offer suggestions for improvement were warranted. Support the development and maintenance of PfV and ICLA databases ensuring compliance with the NRC Data Protection policies and protocols. Staff supervision Supervise ICLA and Protection Assistants in service delivery, providing technical guidance, coaching, and mentoring. Support recruitment processes for supervised staff in coordination with line management, and train newly recruited staff on service delivery standards, SOPs, protection principles, and data management procedures. Coordination Coordinate closely with other NRC CCs and departments to ensure effective programme implementation. Participate in field and Hub level ICLA and PfV related coordination meetings/forums as directed by line manager. Develop and maintain effective working relationships with community leaders, local authorities, humanitarian actors, service providers, and partner organizations, and coordinate closely with internal. Act as focal point for update the Yemen Protection Cluster service mapping and activity info. Perform any other duties assigned by the line manager consistent with the nature of the position. Qualifications Generic professional competencies Bachelor’s degree in law, Social Work, Psychology, Social Sciences, Development Studies, or related fields. Minimum 3 years of relevant experience in protection, Legal aid or humanitarian programming. Experience in case management, protection monitoring, and community-based approaches. Strong communication, reporting, and analytical skills. Computer literacy and proficiency in Microsoft Office. Fluency in Arabic and English. Context related skills, knowledge and experience Understanding of legal and protection issues in Yemen. Experience working with IDPs, refugees and vulnerable populations. Ability to maintain confidentiality and professionalism. Knowledge of humanitarian principles and protection standards.
