Lease of Premises for UNSMIL Headquarters in Tripoli, Libya

1 The United Nations Support Mission in Libya (UNSMIL) seeks to lease a secure, fully serviced, and self-sustained compound in Tripoli, Libya, to serve as its Headquarters (HQ). The facility shall support office operations, residential accommodation, logistics, security infrastructure, and welfare services for a large-scale mission presence. The premises shall comply with UNDSS security requirements, including MOSS standards, and shall accommodate approximately 350 – 450 personnel, through a combination of office, residential, and dormitory-type facilities. Specific Requirements/Information 2. LOCATION AND GENERAL REQUIREMENTS • Located within UNDSS-approved area • Fully enclosed compound with: Minimum 3.5 m high hard perimeter wall ; Minimum 70 cm concertina razor wire • Preferred standoff distance: 25–50 m from perimeter wall to main buildings • Internal paved roads: Minimum width 6 m • Provision for future expansion and modifications 3. SECURITY INFRASTRUCTURE • Access control facility: Minimum 150 m² ;Capable of housing screening systems (X-ray, metal detectors);CCTV control room provision; • Special Storage Facilities Area: Minimum 900 m2 with preferable separation distance of 200 meters from the facilities. 4. OFFICE, MEETINGS, CONFERENCE, HOSPITAL FACILTIES • Minimum 4,000 – 5000 m² usable office space • Room requirements: Minimum room size: 10 m² -Maximum: 75 m² (or partitionable at no cost) • Conference rooms: Minimum: 1 room ≥150 m² -1 room ≥120 m² • Minimum 50 toilet/bath units • Compliance with fire safety standards: Emergency exits; Staircases ≥1.2 m width; Elevators for buildings >3 floors;Toilets/Bathrooms for VIP (Male & Female) 5. Dormitory Accommodation-Capacity: 160–180 personnel ;Minimum 20 toilet/bath units 6 Other Facilities space for 160-180 Personnel:Kitchen & Dining facilities;Laundry facilities Additional requirements:Indoor gym: 300–500 m² ; Outdoor recreation: 2,000 – 3,500 m² ;Includes sports courts (volleyball, tennis, multipurpose) • Warehouse: Minimum 1,000 m² Workshops: Minimum 600 m²; Includes vehicle maintenance, painting, engineering ;Container yard: Minimum 3,500 m² • Disposal yard: Minimum 1,500 m² • Hard-wall facility for: Hospital and clinic Minimum 900 – 1,000 m² City grid connection; Backup generators: Minimum 2,000 KVA capacity Fuel autonomy: Minimum 7 days • Fuel storage: Minimum 40,000 liters • City water connection ;Alternate water supply source (desirable): Borehole with Water Treatment and Desalination plant;Reservoir: Minimum 750 m³ (750,000 liters) -Capacity for minimum 10 days’ usage Total Parking for 200 vehicles: Covered parking: Minimum 100 vehicles • Supermarket Facilities: Minimum 150–200 m² • Restaurant: Minimum capacity 50 pax at a time
