BASE: Aden POSITION: Liaison and Security Officer Contract Type: Part time PRESENTATION OF THE ORGANIZATION SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures. Solidarités International (SI) is determined to prevent and fight all type of abuse – all act of exploitation, abuse and/or sexual harassment (SEAH) against members of beneficiary communities or collaborators, fraud, corruption, violation of persons and/or property, funding of activities harmful to human rights – that could be perpetrated in the frame of its interventions. DESCRIPTION OF THE POSITION Goal/Purpose of the Position: The Liaison and Security Officer ensure effective representation and coordination with relevant administrative, governmental, and security authorities to facilitate SI’s operations across Yemen. He/she carries out administrative duties related to obtaining visas, work permits, and travel authorizations for expatriates, ensuring compliance with SI’s legal and administrative obligations. Additionally, under the supervision of the Logistics and Security Supervisor, he/she contributes to security monitoring, contact management, and mapping of security networks to support safe and compliant operations in all SI areas of intervention. He/she maintains the files of expatriates. He/she undertakes occasional translation tasks at the request of the HR Coordinator or Head of Mission List of main activities: Carry out administrative procedures on behalf of expatriate personnel: Submit, follow and obtain administrative legal documents: visas, work permits, travel authorizations; Take steps to obtain visas for expatriate breaks; Maintain a spread sheet detailing document expiry dates and renew documents in time; Report to the CD on the status of on-going procedures on a daily basis; Security Responsibilities: Monitor the security environment and report significant changes, incidents, or risks to the Logistics and Security Supervisor. Maintain and regularly update security contact lists, communication trees, and incident tracking databases. Assist in conducting risk assessments, monitoring travel routes, and providing security briefings or orientations to staff and visitors. Ensure proper staff and vehicle tracking procedures are followed and reports are shared with the Logistics and Security Supervisor. Liaise with local authorities on security-related matters and follow up on any security incidents or permits. Contribute to maintaining and strengthening SI’s security information network and actor mapping across operational areas. Represent the association to local administrative bodies: Keep up-to-date of changes to administrative procedure pertaining to obtaining documents related to project and all INGO related legal documents; Prepare and translate PA and SA under the supervision of the CD Establish or reinforce relations with administrative bodies; Meet with representatives from the various administrative bodies as often as needed to obtain documents or resolve related issues; Assist the CD with authorities representation and meetings and ensuring translation. Maintain the administrative files of expatriates: Put together expatriate files soft copies in the shared folder: contracts, photographs, photocopies of passports and driving licenses, visas, etc. Keep hard copies of expatriate files safely stored in the office. Translation Undertake the task of translating official or internal documents at the request of the HR Department and/or Country Director Provide simultaneous interpretation during meetings at the request of the HR Department or Head of Mission Carry out some of HR Tasks: Undertake HR and admin related tasks, requested by HR department with the consent of the line manager and in line with the core responsibilities & duties. POSITION OF THIS POST IN THE ORGANISATION CHART (hierarchical and functional relationships) Line manager: Logistics and Security Supervisor Line report(s) on base: - Functional manager: - CD, Log Co, and Grants Manager. Functional report(s): - CD Profile required - Bachelor’s degree in law, security or related fields. - At least 2 years’ experience in security and/or liaison. - Experience in security monitoring, reporting and analysis - Experience in working with local authorities and security stakeholders. - Strong analytical skills in security and liaison. -Good relationship with local Authorities -Good communication and negotiation skills -Knowledge of the local humanitarian context -Team player with good interpersonal skills -Proactive, organized, and able to effectively solve problems -Familiarity with security related tools and software.
