JOB TITLE: MEAL Officer (Roster) LOCATION: Aden Governorate REPORT TO: MEAL Coordinator ANNOUNCEMENT CLOSING DATE: 03/02/2026 ABOUT FMF: FMF has been operating in Yemen for since 2012 during even the most dangerous peak of the conflict in the region. Our staff of dedicated professionals and passionate volunteers are the helping hand that delivers aid from local and/or international partners to those who require it the most, in a country that was already suffering before the war. Today we have helped humanitarian aid reach the hands of more than 9 million vulnerable people in Yemen to help them not only to survive but also to rebuild their lives. POSITION SUMMARY: The MEAL Officer must know how to: Propose and develop sector-specific action plans. Produce an overall analysis of the effect/impact of the foundation programs through monitoring and evaluations carried out by the MEAL service or external assessors. Ensure the data collected is used to make the appropriate operational decisions and meet any contractual commitments regarding the financial backers. POSITION KEY RESPONSIBILITIES: Technical Support: Provide technical and methodological support to programs for the implementation of monitoring and evaluation activities, data management (development of questionnaires for surveys, sampling, input method, extraction of useful data and interpretation) and integration of cross-functional issues. Support the foundation teams through the creation or adaptation of tools to: monitor indicators on the project and the impact of activities (through both a monitoring and evaluation plan, and the ensuing surveys/tools), Conduct assessments or analyze risk factors. Monitoring and Evaluation of Programs: Post-intervention follow-up mission Internal evaluation mission (intermediate or final) Support mission for program teams considering cross-functional issues (gender, do-no-harm, etc.) Thematic studies (Assessments and surveys). Mission to monitor the implementation of accountability frameworks. Validates the relevance of the reports, analyses, maps and recommendations produced by MEAL or the project responsible before dissemination / transmission to the persons concerned. Proposes adjustments or new activities to improve the quality of the operations or approaches used by the teams, in consultation with the other technical coordinators. Accountability and learning: Improve and implement feedback response mechanisms. Ensures that complaints are recorded in an official database, processed and that people receive an appropriate, timely response. Lead the continuous improvement and operationalization of feedback and response mechanisms by systematically analyzing feedback data to inform learning, program adaptation, and decision-making. Take the lead in coordinating and facilitating lessons learned exercises and after-action reviews, ensuring that complaints and feedback are properly documented in the official database, analyzed for trends, and used to capture best practices and actionable recommendations, while ensuring affected people receive appropriate and timely responses. Knowledge Management / Reporting / Representation: Ensures the correct use of the foundation knowledge management tools and their diffusion in the field. Supports the process for following up recommendations (internal and external) of program teams and works on the action plans in order of priority with the technical coordinators. Validates and distributes the final versions of the monitoring and evaluation reports, studies and analyses produced by MEAL. QUALIFICATIONS AND REQUIREMENTS Bachelor’s degree in management or information and data management or any equivalent degree. Advanced skills in data management (Advance Excel/Access). Advance knowledge in health information system. Minimum 2 years of previous experience in NGOs and data management. Self-motivated, results-driven and excellent sense of organization. Takes a proactive approach to problem solving and work prioritization. Takes responsibility and initiative for finding out things and expanding own knowledge. Native Arabic and strong English skills are essential. Readiness to commit and adhere to the values, mission and vision of FMF. Be available for regular trainings provided by FMF and support in identifying staff training needs. Experience in working on ODK, MS Office, SPSS, and Power BI. Attention to details and ability to communicate professionally and effectively - practical and problem-solver. Able to ensure quality delivery in stressful environment, punctuality and respect for rules and procedures, and to adhere to deadlines. Ability to deal with heavy work pressure. Documented results related to the position’s responsibilities.
