MPCA Officer

1- Identification Job Title: MPCA Officer Location: Aldale’e Governorate Reports to: Project Manager Application Deadline : 28 of June 2026, 2- Overall Purpose/Broad Function: Under the direct supervision of Project Manager, the MPCA Officer is responsible for planning, implementing, and monitoring cash assistance activities that enable vulnerable households to meet their essential needs with dignity. The role includes identifying and registering eligible beneficiaries, coordinating cash distributions, managing project data and reports, ensuring compliance with humanitarian standards and donor requirements, and engaging with communities and partners to ensure assistance is delivered effectively, transparently, and accountably. 3- Responsibilities/Task Description: Leads the implementation of the Multi-Purpose Cash Assistance (MPCA) component. coordinating with the CMWG and FSP to ensure harmonized cash delivery in line with the Minimum Expenditure Basket (MEB). Follow up and supervise beneficiary registration, verification, and payment oversight. Ensures correct application of vulnerability scoring and targeting tools. Supervises FSP operations, and supports market assessments, baseline, and post-distribution monitoring. Works closely with MEAL and Protection teams to maintain accountability, ensure protection mainstreaming, and uphold PSEA and AAP standards. Prepare regular activity reports, beneficiary databases, success stories, and lessons learned Complete project documentation for assigned activities and submit the documents to the project manager for review before archiving or submitting to other departments in TYF’s Aden office. Ensure respect and compliance of TYF’s policies including Child Protection, Prevention of Sexual Exploitation and Abuse [PSEA] policy, Anti-fraud and anti-corruption policy. Ensure that beneficiaries, IDPs and community members are informed about TYF’s, protection and safeguarding policies. Coordinate with local authorities, community leaders, and humanitarian partners. Other related duties, as assigned. 4- Qualifications and Experience: Bachelor’s degree in economics, social sense, public administration or another related field. At least 1–2 years of direct experience in Multi-Purpose Cash Assistance (MPCA), Cash and Voucher Assistance (CVA, Cash transfer programming, or emergency response. Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint, Outlook). Experience in participatory action planning and community engagement. Experience monitoring projects and collecting relevant data preferred. 5- Skills and Abilities: Critical thinking and creative problem-solving skills with ability to make sound judgment. Strong relationship management skills and the ability to work effectively with local stakeholders. Representation abilities. Ability to contribute to written reports. Proactive, results-oriented, and service-oriented. Attention to details, accuracy and timeliness in executing assigned responsibilities.
