Programs and Projects Manager Duty Station: Aden City Reporting Line: Executive Director Contract Type: Full-Time Application Deadline: 11 January 2026 Background A well-established humanitarian and development foundation operating in Yemen is seeking a highly qualified Programs and Projects Manager to lead and oversee its programmatic portfolio. The foundation implements multi-sectoral humanitarian and development interventions in coordination with local authorities, partners, and relevant stakeholders, with a strong commitment to quality, accountability, and humanitarian principles. Role Purpose The Programs and Projects Manager is responsible for the overall leadership, coordination, and oversight of the design, implementation, monitoring, and evaluation of all programs and projects implemented by the foundation. The role ensures that the foundation-wide program portfolio achieves its objectives effectively, on time, within approved budgets, and in compliance with donor requirements, humanitarian standards, and internal policies. The position plays a strategic role in strengthening program quality, accountability, institutional learning, and continuous improvement across all programmatic interventions. Key Responsibilities Strategic Planning and Program Development Lead the development and implementation of multi-year and annual strategic and operational plans for the Programs Department in coordination with senior management. Oversee the design and development of new programs and projects, ensuring relevance, inclusivity, conflict sensitivity, and technical quality. Supervise the preparation of concept notes, proposals, and related program documentation in coordination with technical, finance, and grants teams. Program and Project Implementation Oversight Provide overall leadership and oversight for the implementation of the foundation’s programs and projects, ensuring timely delivery, cost efficiency, and adherence to quality standards. Supervise project managers and field teams, monitor progress, and guide adaptive management and strategic decision-making. Ensure effective coordination with support departments (Finance, Procurement, Logistics, and Human Resources) to facilitate smooth program implementation. Monitoring, Evaluation, Accountability, and Learning (MEAL) Oversee the development and implementation of a comprehensive MEAL framework to track performance, outcomes, and learning across all projects. Ensure regular field monitoring, data quality assurance, performance reviews, and systematic documentation of lessons learned and best practices. Strengthen community feedback, complaints, and accountability mechanisms to promote responsive and accountable programming. Financial Management and Compliance Coordinate closely with the Finance team to ensure effective budgeting, financial monitoring, and compliance with donor and foundation-wide requirements. Review and approve budget revisions, procurement plans, and expenditure tracking. Support internal and external audits and ensure follow-up on audit findings and recommendations. Team Leadership and Staff Development Lead, supervise, and develop the Programs team through performance management, coaching, and capacity-building initiatives. Ensure clear roles, responsibilities, and key performance indicators (KPIs) for all team members. Promote a culture of accountability, teamwork, innovation, and professional development. Stakeholder Engagement and Representation Represent the foundation in coordination forums, technical working groups, donor meetings, and other relevant platforms as required. Build and maintain effective relationships with government counterparts, humanitarian actors, implementing partners, and local stakeholders. Ensure meaningful community participation throughout the program cycle. Reporting and Documentation Ensure the timely preparation of high-quality narrative and financial reports for donors and senior management. Oversee proper documentation, filing, and archiving of all program-related materials, including assessments, contracts, and deliverables. Compliance, Governance, and Risk Management Ensure full compliance with donor requirements, national regulations, and applicable humanitarian standards. Lead program-level risk assessments and mitigation planning. Ensure strict adherence to safeguarding, anti-corruption, and PSEA (Prevention of Sexual Exploitation and Abuse) policies. Continuous Improvement and Institutional Learning Promote a culture of institutional learning by integrating monitoring data, evaluations, and stakeholder feedback into program improvement. Facilitate internal knowledge sharing and cross-learning across projects and teams. Coordinate with the Communications team to document program achievements, capture lessons learned, and highlight success stories. Other Duties Perform other tasks assigned by senior management related to program and project development and foundation growth. Provide strategic input on program expansion, positioning, and institutional strengthening. Qualifications and Experience Bachelor’s degree in Project Management, Business Administration, International Development, or a related field (Master’s degree is an advantage). Professional certification or training in project or program management (e.g., PMD Pro or equivalent). Minimum of 5 years of progressive experience in program and project management within the humanitarian or development sector. Proven experience managing multi-sectoral programs and complex project portfolios. Strong leadership, team management, and mentoring skills. Solid experience in budgeting, financial monitoring, and donor compliance. Strong analytical, problem-solving, and organizational skills. Excellent communication and interpersonal skills. Fluency in Arabic and very good command of English (written and spoken). Proficiency in MS Office and project management tools; experience in data analysis and visualization is an asset.
