Job Title: Protection Monitor Location: Al Hudaydah Governorate – Al-Dhahi District Duration: 5 Months Date of Issue: 20 April 2026 Closing Date for Applications: 30 April 2026 Background Jeel Albena Association for Humanitarian Development known as (JAAHD) is a National and Non-Governmental Association emerged in wake of the humanitarian crisis to help communities affected by conflict in Yemen. It provides emergency relief and direct assistance for the conflict-affected populations, IDPs, host communities, vulnerable groups and those people caught up in extraordinary life-threatening situations. JAAHD has a presence in Al Hudaydah, Hajjah, Almahweet, Raymah & Ibb with the aim of building up protection capacities for people in displacement and finding durable solutions for them upon return. General Summary: The Protection Monitor will collect, verify, and analyze protection data—vulnerability assessments, cash-eligibility screenings, PDM, and CFM feedback—to guide adaptive program management and ensure high data quality. Key Responsibilities: Conduct daily field visits to villages, urban areas, and informal settlements to monitor protection activities and meet with key informants and persons of concern within the community. Conduct vulnerability assessments to identify people with special needs and other vulnerable HHs who meet the acceptance criteria of Cash for Protection assistance or legal aid support. Follow-up and verify data and information collected by local authorities and match them with reality on the ground. Provide feedback on the number of cases that have been assessed on a daily and weekly basis. In coordination with protection officer and MEAL staff, plan and execute PDM surveys after each cash distribution: household interviews, FGDs, and distribution observations. Assess delivery quality: waiting times, organization, cash utilization, market impacts, and gender dynamics. Register, categorize, and track complaints and feedback through the CFM; escalate high-risk or PSEA cases promptly. Support rapid protection needs assessments during emergencies or flood events, draft flash reports. Accompany mobile teams to remote sites and facilitate community introductions. Work to strengthen JAAHD relationship with IDPs, host community leaders and stakeholders to maintain good access to the populations of concern. Coordinate data-quality audits with the MEAL staff to validate spot-checks and reduce entry errors. Perform any other duties as assigned by the line manager. Qualifications and Requirements: University degree or Diploma or any other related certificate. Minimum 1 year of field-based monitoring in humanitarian contexts. Familiarity with smart data collection tools. Exceptional data accuracy and analytical skills. Effective community liaison and cultural sensitivity. Readiness to commit and adhere to the values, mission and vision of JAAHD. Excellent interpersonal and communication skills. Excellent analytical skills, observation and analysis capacity. Self-motivated, results-driven and excellent sense of organization. Excellent knowledge of MS applications, particularly Word, Excel and PowerPoint. Familiarity with PSEA, AAP best practices, and “do no harm” principles. Arabic fluency; English proficiency is an asset. High cultural sensitivity and commitment to inclusive, community-driven approaches. Collaborative team player with a proactive problem-solving mindset. Meticulous attention to detail and strong organizational skills.
