LETTER OF INVITATION Project Title: Integrated Health Resilience Program – Phase I KFW Procurement No. 513194 Tender Reference No.: YF – CS – 025 - 007 Address: Yemen, Sana’a – October 21st, 2025 To: All Prospective Services-providers/Consultants 1. Yamaan Foundation for Health and Social Development has received financing from the German Development Bank (KfW) , towards the cost of Integrated Health Resilience Program-Phase I and Yamaan intends to apply part of this financing to the Provision of Consultancy Services of Third-Party Monitoring and Final Project Evaluation for Integrated Health Resilience Program – Phase I in Mareb Governorate, for which this request for proposals (RFP) is issued. 2. The use of any KFW financing shall be subject to KFW’s approval, pursuant to the terms and conditions of the financing agreement, as well as KFW’s rules, policies and procedures. The KFW and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with the Provision of the Required Consultancy Services, indicated in this Request for Proposals. 3. The Integrated Health Resilience Program – Phase I is financed by the German Government through the German Development Bank (KfW) and the purpose of the project is to increase the health resilience of people and health institutions in fragile contexts, with a focus on reproductive health and mental health. The project focuses in particular on strengthening the health facilities and health personnel in the country, which have been severely weakened by the ongoing conflict, displacement, and various epidemics. In addition, the measure contributes to the treatment of psychological diseases which are often due to conflict and war crimes and pose an additional challenge to the already severely weakened Yemeni population. 4. Yamaan Foundation now invites Proposals to provide the following consulting services (hereinafter called “Services”): [Provision of Consultancy Services of Third-Party Monitoring and Final Project Evaluation for Integrated Health Resilience Program – Phase I in Mareb Governorate]. More details on the Services are provided in the Terms of Reference (Section VII). 5. This procurement opportunity is based on the “Request for Proposals” method as laid out in Yamaan Procurement Policy Manual and follows the procurement publication notice that appeared on YemenHR website from Tuesday, October 21st, 2025 to Tuesday, November 18th, 2025. 6. Yamaan Foundation now invites sealed bids from eligible Consultancy Firms for the provision of the following services: Provision of Consultancy Services of Third-Party Monitoring and Final Project Evaluation for Integrated Health Resilience Program – Phase I in Mareb Governorate - South. 7. Interested bidders shall purchase the bidding document against payment of a non-refundable fee of (10,000 YER). A submitted bid shall consist of a technical and financial proposal. The technical proposal should be submitted in a separate closed and sealed envelope with the below qualification documents and the financial proposal should be submitted in another a closed and sealed envelope, and both technical & financial proposals shall be submitted in a sealed outer envelope with the following qualification documents: a) All bids must be accompanied by a bid guarantee in the amount of ($1,200), valid for (90) days from the date of bid opening, or an acceptable and payable check, and any bid is not accompanied by a bid guarantee will be excluded. b) a Valid copy of commercial register. c) a Valid copy of tax registration card. d) a Valid copy of work practice license. e) Valid copies of insurance and zakat cards. f) Signed KfW Declaration of Undertaking. g) Signed Yamaan Code of Conduct & Conflict of Interest Declaration. h) Copies of documents proving similar experience in the last 3 years. i) Copies of financial audit documents for the last 3 years. 9. Bids must be delivered to the above address in the manner specified in the bid data sheet–instructions to consultants 15.4 & 5, no later than Tuesday, November 18th, 2025, at 10:30 a.m. 10. Bid opening session will be held at Yamaan Foundation main office located on Al-Safinah Cross-road, 90 Street, Al-Qadhi Block-7th floor, Aden, Yemen, on Tuesday, November 18th, 2025, at 11:00 a.m, in the presence of bidders or their representatives. The opening session will start with opening the technical proposals, checking and verifying the qualifications of applicants, and the financial proposals will be opened only for those bidders who are substantially qualified and technically responsive. 11. Bidders shall be aware that late bids will not be accepted under any circumstance and will be returned unopened at the written request and cost of the bidder. All bids must be accompanied by a bid security or an acceptable and payable check (as required) in the manner and amount specified in the bid data sheet. 12. Please note that electronic bids shall not be accepted.
