LETTER OF INVITATION Project Title: Respecting, Protecting and Fulfilling SRHR in Conflict in Yemen – EKN IV Tender Reference No.: YF – CS – 025 - 006 Address: Yemen, Sana’a – December 1st, 2025 To: All Prospective Service-providers/Consultants Dear Mr. /Ms. 1. Yamaan Foundation for Health and Social Development has received financing from the Embassy of the Kingdom of the Netherlands (EKN) towards the cost of Respecting, Protecting and Fulfilling SRHR in Conflict in Yemen project and Yamaan intends to apply part of this financing to the Provision of Third-Party Monitoring Services for EKN Funded Project of Respecting, Protecting and Fulfilling SRHR in Conflict in Yemen in North and South Governorates, for which this request for proposals (RFP) is issued. 2. The use of any EKN financing shall be subject to EKN’s approval, pursuant to the terms and conditions of the financing agreement, as well as EKN and Yamaan’s rules, policies and procedures. The EKN and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with the Provision of the Required Consultancy Services, indicated in this Request for Proposals. 3. The Respecting, Protecting and Fulfilling SRHR in Conflict in Yemen Project is financed by the Embassy of the Kingdom of the Netherlands (EKN) and the purpose of the project is The EKN Phase IV program aims to strengthen health resilience at both individual and systemic levels in Yemen's fragile context. It also addresses critical shortages in healthcare competency by training health personnel to meet the urgent need for Emergency Obstetric and Newborn Care (EmONC) specialists in public hospitals at the governorate and district levels. 4. Yamaan Foundation now invites Proposals to provide the following consulting services (hereinafter called “Services”): [Provision of Consultancy Services of Third-Party Monitoring for EKN Funded Project of Respecting, Protecting and Fulfilling SRHR in Conflict in Yemen in North and South Governorates]. More details on the Services are provided in the Terms of Reference (Section VII). 5. This procurement opportunity is based on the “Request for Proposals” method as laid out in Yamaan Procurement Policy Manual and follows the procurement publication notice that appeared in the local media of Al-Thawra newspaper on Tuesday, December 2nd, 2025, and YemenHR website from Wednesday, December 3rd, 2025, to Wednesday, December 17th, 2025. 6. Yamaan Foundation now invites sealed bids from eligible Consultancy Firms for the provision of the following services: Provision of Consultancy Services of Third-Party Monitoring for EKN Funded Project of Respecting, Protecting and Fulfilling SRHR in Conflict in Yemen in North and South Governorates. 7. Interested bidders shall purchase the bidding document against payment of a non-refundable fee of (20,000 YER). A submitted bid shall consist of a technical and financial proposal. The technical proposal should be submitted in a separate closed and sealed envelope with the below qualification documents and the financial proposal should be submitted in another a closed and sealed envelope, and both technical & financial proposals shall be submitted in a sealed outer envelope with the following qualification documents: a) All bids must be accompanied by a bid guarantee in the amount of ($1,200), valid for (90) days from the date of bid opening, or an acceptable and payable check, and any bid is not accompanied by a bid guarantee will be excluded. b) a Valid copy of commercial register. c) a Valid copy of tax registration card. d) a Valid copy of work practice license. e) Valid copies of insurance and zakat cards. f) Signed Declaration of Undertaking. g) Signed Yamaan Code of Conduct & Conflict of Interest Declaration. h) Copies of documents proving similar experience in the last 3 years. i) Copies of financial audit documents for the last 3 years. 9. Bids must be delivered to the above address in the manner specified in the bid data sheet–instructions to consultants 15.4 & 5, no later than Wednesday, December 17th, 2025, at 10:30 a.m. 10. Submitted Bids will be opened in two public sessions at Yamaan Foundation main office located on Hadda Al-Maddina, Jawher Street, Besides Al-Saraiya Hall, Sana’a, Yemen, on Wednesday, December 17th, 2025, at 11:00 a.m, in the presence of bidders or their representatives. In the first session, only technical proposals will be opened, checking and verifying the qualifications of bidders based on criteria set out in the bid data sheet; and the financial proposals will be opened only of bidders who are substantially qualified and technically responsive in the second session. Bidders that could not establish full compliance with the qualification criteria will be excluded from further evaluation and their financial proposals will be returned unopened once the tender has been concluded. 11. Bidders shall be aware that late bids will not be accepted under any circumstance and will be returned unopened at the written request and cost of the bidder. All bids must be accompanied by a bid security or an acceptable and payable check (as required) in the manner and amount specified in the bid data sheet. 12. Please note that electronic bids shall not be accepted.
