Deadline for receiving the proposals is 2026-09-18 09:00 UTC (12pm East Africa Time).Introduction to SUIDACThe Sustainable Urban Integration of Displacement-Affected Communities (SUIDAC) Action is a four-year regional programme funded by the European Union and implemented by Cities Alliance through UNOPS from June 2024 to May 2028. The programme operates across nine secondary cities in the Democratic Republic of the Congo, Ethiopia, Somalia, Sudan, and Uganda: Kananga and Tshikapa (DRC), Assosa and Jigjiga (Ethiopia), Borama and Gabiley (Somalia), Atbara (Sudan), and Koboko and Arua (Uganda).These cities face common challenges linked to rapid urbanisation, displacement pressures, service delivery constraints, infrastructure deficits, governance capacity limitations, and social cohesion dynamics associated with hosting displacement-affected populations. SUIDAC was designed in response to the growing concentration of displacement in urban areas and the increasing pressures this places on municipal systems, services, infrastructure, and local governance.Building on the earlier CRRF: Inclusive Urban Development and Mobility Action and aligned with the Cities Alliance Global Programme on Cities and Migration, SUIDAC combines city-led planning, direct municipal engagement, technical assistance, infrastructure and service investments, regional dialogue, and policy engagement to support the sustainable integration of displacement-affected communities (DACs). The programme commenced with a six-month feasibility and analytical phase during 2024–2025, including city-level diagnostics, perception surveys, and participatory feasibility studies, before transitioning into implementation and delivery across the nine partner cities through 2028.The programme targets displacement-affected communities (DACs) - which includes migrants, returnees, IDPs, asylum seekers, refugees, as well as host communities - through area-based interventions designed to support both displaced and host communities within shared urban systems and neighbourhoods.The overall objective of SUIDAC is to contribute to the sustainable local integration of DACs in the targeted Sub-Saharan hosting cities.- Specific Objective 1: Improve the self-reliance and social cohesion of DACs (women and men, girls and boys) living in the targeted urban and peri-urban areas of the DRC, Ethiopia, Somalia, Sudan, and Uganda (Component 1).- Specific Objective 2: Strengthen local city administrations’ integrated forced displacement response, urban planning, and development capacities, with particular attention to DACs and vulnerable groups (Component 2).Introduction to the Evaluation.The evaluation covers the SUIDAC programme from its inception in June 2024 through the mid-point of implementation, including both the feasibility/inception phase and the initial phase of operational delivery across participating cities in the DRC, Ethiopia, Somalia, Sudan, and Uganda.
