RFQ-2026-13 Development of the Local HIV Investment Calculator for Local Government Units (LGUs) in the Philippines.

The purpose of this Request for Proposal (RFQ) is for UNAIDS to enter into a contractual agreement with a successful bidder and select a suitable contractor to develop the Local HIV Investment Calculator for Local Government Units (LGUs). The provider shall be an individual operating in the field of health program management, health policy, or public financial management with proven expertise in health financing, preferably in the HIV field. Specific Objectives: 1. To review, update, and develop the existing Local HIV Investment Calculator for LGUs, given the changing HIV funding landscape. This includes new HIV services and interventions and updating DOH unit cost assumptions, adding modules for cash flow analysis, budget allocation, and funding gap analysis. 2. To develop and prepare the existing Local HIV Investment Calculator to be migrated into an online tool 3. To develop a comprehensive, practical, and user-friendly implementation guide that provides step-by-step processes for LGUs to use the Local HIV Investment Calculator for budgeting and planning. This guide will include considerations for LGUs in finding and securing domestic funding for sustaining the HIV response. 4. To develop teaching slides capturing the key information to be used in capacity building activities. 5. To conduct Training of Trainers (TOT) for DOH HIV Regional Program Managers in the use of the Local HIV Investment Calculator 6. To facilitate stakeholder engagement and validation processes to ensure that the tool and implementation guide are contextually relevant, practical, and responsive to the needs of DILG, LGUs and other stakeholders including CSOs/CBOs. This includes incorporating feedback from key stakeholders and documenting good practices and lessons learned to support the scalability and replication of the investment calculator use-case to LGUs across the country.
