Position Summary The Senior Human Resources Officer serves as the lead of Human Resources for SFD Aden and affiliated branches within IRG-controlled areas. The role provides both strategic leadership and operational oversight of all HR functions within the delegated geographic scope, ensuring that human capital management supports institutional performance, accountability, compliance, and organizational unity. The position plays a critical role in operationalizing decentralization while preserving the integrity of SFD’s unified HR policies, governance standards, and institutional framework. 2. Reporting Structure Administrative Reporting: executive leadership team Functional Reporting: Central HR Director / Human Resources Committee Supervises: Aden HR Team and Branch HR Focal Points This is a senior position with defined delegated authorities. 3. Strategic Responsibilities 3.1 HR Governance and Institutional Alignment Implement and enforce SFD unified HR policies across Aden and branches Ensure delegated authorities operate strictly within the framework approved by the HR Committee Safeguard institutional unity under the “One Fund” principle Provide strategic HR advice to regional leadership Contribute to national HR reform initiatives and institutional restructuring efforts 3.2 Organizational Design and Workforce Planning Lead periodic HR gap analyses and workforce assessments Review and validate organizational structures in Aden and branches Ensure clear job descriptions and role accountability frameworks Support succession planning and leadership pipeline development Advise on restructuring and organizational change processes 3.3 Talent Acquisition and Recruitment Oversight Oversee all recruitment processes within delegated authority Ensure transparent, merit-based recruitment practices Approve shortlists and panel compositions Ensure compliance with Yemeni Labor Law and SFD policies Maintain recruitment documentation integrity 3.4 Performance Management and Staff Development Lead annual performance appraisal processes Ensure performance objectives align with institutional strategy Oversee probation evaluations and contract confirmations Provide guidance on performance improvement plans Identify training needs and coordinate professional development plans Design leadership and capacity building initiatives 3.5 Compensation and Benefits Administration Ensure salary structures are applied consistently Review market competitiveness periodically Oversee payroll validation before submission to Finance Supervise leave management and entitlements Ensure fair and compliant contract administration 3.6 Employee Relations and Compliance Manage grievance procedures in line with SFD policy Lead disciplinary investigations and termination processes Provide advisory support on labor disputes Maintain strict confidentiality of HR matters Ensure compliance with Yemeni Labor Law and donor requirements 3.7 HR Systems and Records Management Ensure accurate maintenance of personnel files Supervise HR documentation systems Oversee implementation or strengthening of HRIS systems Produce HR reports and workforce analytics as required 3.8 Change Management and Decentralization Support implementation of delegated HR authorities Ensure regional autonomy does not compromise institutional standards Guide branch HR focal points technically and administratively Lead communication efforts related to HR reform 4. Authority Framework Within approved delegation, the Senior HR Officer has authority to: Approve local recruitment within approved staffing plans Validate performance evaluations Recommend promotions, disciplinary measures, and terminations Approve training budgets within delegated ceilings Represent SFD in HR related external coordination All authority is exercised in accordance with HR Committee decisions. 5. Key Competencies Strategic HR leadership Strong knowledge of Yemeni Labor Law Experience in decentralized institutional models Organizational restructuring expertise High integrity and discretion Strong negotiation and conflict resolution skills Ability to manage senior level stakeholders Capacity to lead teams in politically sensitive environments 6. Required Qualifications Education: Master’s degree in Human Resources, Business Administration, Public Administration, or related field Experience: Minimum 6 to 8 years progressive HR experience At least 4 years in a senior HR leadership role Experience in large development institutions or INGOs preferred Demonstrated experience in organizational restructuring or institutional reform Languages: Fluency in Arabic and English 7. Working Conditions Based in Aden with periodic travel to branches May operate in complex security environments Full time leadership position 8. Performance Indicators Timely completion of recruitment processes Compliance audit results Performance appraisal completion rate Reduction in HR related grievances Successful implementation of delegated authorities Staff satisfaction and retention metrics
