Position Title: Team Leader / Site Management Officer (2) Duty Station: Al Khukhah District, Al Hudaydah Governorate (IRG areas) – Field-based Reports To : CCCM Program Manager (Taiz/Aden) Supervises: Community Engagement & AAP/CFM Assistant; Reporting Assistant Travel Requirement: 80-90% field travel across 27 IDP sites Position Purpose To provide technical leadership and day-to-day management of a mobile CCCM team delivering core site management functions across assigned IDP sites and surrounding host communities in Al Khukhah District. The Team Leader ensures high-quality, conflict-sensitive, and community-centered implementation using the Area-Based Site Management (ABSM) approach. The role ensures all activities align with CCCM Cluster standards, YHF requirements, DEEM SOPs, and protection mainstreaming principles to ensure sites are safe, dignified, and well-coordinated. Key Responsibilities & Duties Lead routine site monitoring visits (minimum 2 visits/site/month) across assigned geographic axis (Town Axis: 22 sites OR Peripheral Axis: 5 sites), using CCCM Cluster tools (Site Management Tool, Gap Matrix, Incident Reporting). Conduct site assessments to identify infrastructure gaps, protection risks, WASH/health/service gaps, and prioritize actions with community committees. Validate and update service mapping (who-does-what-where) in coordination with Protection, WASH, Health clusters and local service providers. Facilitate referral follow-up and "closing the loop" verification for cases identified through monitoring or CFM channels, ensuring non-sensitive data is tracked via standardized tools. Support establishment and functionality of site committees (27 sites), ensuring inclusive representation (women, youth, persons with disabilities). Facilitate monthly site-level coordination sessions to validate priorities, agree on actions, and document follow-up plans. Promote two-way communication: disseminate early warning alerts (floods, epidemics, protection risks) and collect community feedback via CFM channels. Provide daily technical guidance, mentoring, and performance support to Community Engagement Assistant and Reporting Assistant. Conduct joint field visits, model best practices in community engagement, data collection, and confidentiality protocols. Support staff well-being: monitor workload, address challenges, and foster a respectful, PSEA-compliant working environment. Oversee timely submission of weekly site monitoring reports, gap trackers, and activity updates to Program Manager and IM Assistant. Ensure all data collection respects confidentiality, data protection protocols, and "do no harm" principles. Contribute to monthly narrative reports, donor updates (Activity Info/YHF GMS), and adaptive management reviews. Represent DEEM in district-level CCCM/Protection coordination meetings, sharing updates on site conditions, gaps, and referrals. Maintain constructive relationships with local authorities, community leaders, and partner organizations to strengthen service delivery and access. Qualifications & Experience Requirements Essential Bachelor's degree in Social Sciences, Community Development, Humanitarian Studies, or related field (proven field experience may be considered in lieu). Minimum 3 years of progressive experience in CCCM, Protection, or humanitarian field coordination, with at least 2 years in a team leadership/supervisory role. Demonstrated experience managing site-level interventions in IDP/refugee contexts, including community engagement, service mapping, and referral pathways. Strong knowledge of CCCM Cluster standards, Core Humanitarian Standards, PSEA, and data protection protocols. Fluency in Arabic (native); working proficiency in English (written reports, cluster coordination). Desirable Experience working with YHF, International or other UN/donor-funded humanitarian programs in Yemen. Familiarity with digital data collection tools (Kobo Collect, ODK), Activity Info, or DHIS. Training in Psychological First Aid (PFA), GBV risk mitigation, or conflict-sensitive programming. Competencies & Skills Technical: Site assessment, gap analysis, referral coordination, community mobilization, basic M&E. Leadership: Team mentoring, adaptive management, problem-solving under pressure. Communication: Facilitation, report writing, stakeholder engagement, cultural sensitivity. Values: Commitment to humanitarian principles, PSEA, accountability, and community-centered approaches. Working Conditions & Safeguards Field-based role with frequent travel to IDP sites in Al Khukhah District; security protocols and risk assessments apply.
