Bank Overview (Summary) Al-Amal Microfinance Bank (AMB), established under Law No. 23 of 2002, is the first microfinance bank in the MENA region. It was founded through the joint efforts of the Government of Yemen (via the Social Fund for Development), AGFUND, and contributions from the private sector. AMB operates as a non-dividend financial institution, aiming to provide sustainable financial services to low- and limited-income households, with a focus on micro and small entrepreneurs. Its services include financing, savings, insurance, and money transfers. AMB delivers its services in line with Islamic sharia compliance —financing through Murabaha (in-kind financing) and savings under Mudaraba, with returns determined by annual performance. To ensure full Sharia compliance, the Bank is undertaking a comprehensive restructuring of its operations, overseen by a Sharia Auditor responsible for reviewing and enhancing all related processes. AMB announces the need to recruit qualified candidates for the position of: Position Title: Technical Operations Expert Duty Station: AMB Sana’a branch, Sana’a, Yemen (with travel to branches( Contracting Entity: Al-Amal Microfinance Bank (AMB) 1. Purpose of the Assignment The Technical & Operations Lead will ensure the technical stability and seamless operations of the Financing and Marketplace Platform. This role covers backend infrastructure, system integrations, cybersecurity, and troubleshooting, ensuring that the platform performs reliably and securely as it scales. Working under the direct supervision of Expert II-A (Product Champion / Platform CEO), the Technical & Operations Lead will translate the platform’s strategic roadmap into technical execution, manage daily technical operations, and build the internal IT team’s capacity to sustain the platform beyond the project. 2. Key Responsibilities Manage and oversee system integrations between the platform, AMB’s core banking system, the PYES wallet, and other third-party service providers, ensuring seamless data exchange and interoperability. Lead the design, implementation, and oversight of the platform’s technical architecture, ensuring scalability, reliability, and alignment with business and product objectives. Collect, analyze, and translate business and functional requirements into technical specifications, ensuring alignment with user needs, product roadmap, and system capabilities. Oversee API management, database administration, and system infrastructure, ensuring secure, efficient, and scalable platform operations. Ensure high platform performance and availability through continuous system monitoring, performance tracking (KPIs), and optimization of response times and system capacity. Oversee the technical development and integration of marketplace functionalities, including vendor onboarding, product and service listings, order management, and transaction workflows. Ensure secure and seamless integration of digital payment systems, including payment processing, transaction tracking, and reconciliation with AMB’s financial systems. Design and oversee the integration between digital loan services and marketplace transactions, enabling end-to-end financing and payment flows within the platform. Ensure smooth end-to-end user journeys across the platform, from loan application and approval to purchasing, payment, and service delivery. Support the integration of suppliers, service providers, and logistics partners into the platform, ensuring efficient onboarding and system compatibility. Lead end-to-end testing processes, including alpha testing, user acceptance testing (UAT), and bug tracking, ensuring timely resolution of technical issues prior to deployment. Lead troubleshooting and continuous technical improvement efforts to maintain system stability and enhance user experience. Support the design, implementation, and continuous improvement of cybersecurity protocols in coordination with the security team, ensuring compliance with financial sector standards. Maintain comprehensive technical documentation, including system architecture, integration protocols, and standard operating procedures (SOPs). Build the capacity of AMB’s IT team through structured training and knowledge transfer to ensure long-term sustainability. Provide regular technical reports and performance updates to the Platform CEO, including risks, challenges, and recommendations for system improvements and scaling. 3. Qualifications & Experience Education: Advanced degree in Computer Science, Information Technology, or related field. Experience: Experience in finance systems (LOS/LMS). Minimum of 7 years of experience in IT operations, system integration, and database administration. Experience with cloud infrastructure management (AWS, Azure, or similar), including scalability, backup strategies, and disaster recovery planning. Proven expertise in API management, fintech platforms, and digital financial services integration. Strong skills in cybersecurity, data protection, and compliance with financial sector standards. Demonstrated ability in platform troubleshooting, testing, and technical refinements. Experience in capacity-building and training IT staff. Strong problem-solving and communication skills, with ability to work in cross-functional teams. Experience integrating digital payment systems, mobile wallets, or payment gateways. Experience with e-commerce or digital marketplace platforms, including vendor onboarding and transaction workflows.
