UNOPS/FO/2026/55 - SANTIAGO NETWORK CFP/SN/24039/2026/BTN/016- Development and Operationalization of Bhutan’s Loss and Damage Architecture

The Santiago Network Secretariat is issuing this call for proposals to catalyze technical assistance from organizations, bodies, networks, and experts (OBNEs) in response to a request from the Government of Bhutan. Building on the 2025 National Loss and Damage Assessment, this technical assistance aims to develop and operationalize a national framework in Bhutan for assessing and managing climate-induced loss and damage. The initiative focuses on three core objectives: developing a governance system to enable evidence-based decision-making; providing expertise for a centralized data repository that captures both the economic and non-economic impacts of climate hazards; and delivering integrated capacity building across national and sub-national levels to improve understanding of loss and damage. Ultimately, the technical assistance seeks to strengthen institutional knowledge and foster inclusive, community-driven resilience strategies to better anticipate and respond to climate-induced loss and damage. All proposals must be submitted via the UNOPS grant management platform Grant+ Members of the Santiago Network are eligible to respond to this call for proposals. Interested OBNEs that are not yet Members of the Santiago Network may submit proposals, provided they submit an Expression of Interest for membership in line with the membership guidelines within the deadline of this call. Any OBNE selected to respond to the call for proposals must have also been confirmed as a Member of the Santiago Network prior to their selection.
