BASE: Aden POSITION: WASH Advisor PRESENTATION OF THE ORGANIZATION SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures. Solidarités International (SI) is determined to prevent and fight all type of abuse – all act of exploitation, abuse and/or sexual harassment (SEAH) against members of beneficiary communities or collaborators, fraud, corruption, violation of persons and/or property, funding of activities harmful to human rights – that could be perpetrated in the frame of its interventions. DESCRIPTION OF THE POSITION Goal/Purpose of the Position: The WASH Advisor is responsible for ensuring the technical quality, harmonization, and strategic relevance of long-term WASH interventions across bases. The role provides strategic, technical, and methodological leadership to strengthen sustainable, climate-resilient, and risk-informed programming, ensuring interventions are evidence-based, context-appropriate, and aligned with Solidarités International's technical standards and strategic priorities. They contribute to the development, capitalization, and continuous improvement of Solidarités International's WASH approaches and methodologies, while promoting technical innovation, capacity strengthening, and cross-sector integration. The Advisor works in close collaboration with the Program Coordinator, relevant technical advisors, and the HQ Program Expertise and Quality Division. List of Main Responsibilities: STRATEGIC ORIENTATION - Propose and develop a sector-based strategy in accordance with SI’s strategies/policies and priorities for the country intervention. - Conducts or oversees diagnostics in the field of WASH. - Contributes actively to program/mission strategy workshops. - Be the driving force for putting new WASH activities into place. TECHNICAL SUPPORT AND OPREATIONAL MONITORING - Confirm the relevance of any assessments carried out. - Validate the technical approaches, design and methodologies applied in country programs. - Ensure the relevance and consistency of country programs versus the needs of local populations. - Provide a technical and methodological support to program managers for planning and implementation of country programs. - Propose the reorientation of WASH activities based on context changes. -Identifies and disseminates key technical studies (e.g., groundwater monitoring, desalination technologies, environmental assessments). - Take part in the monthly review of programs (budget, operational, logistical etc.) TECHNICAL QUALITY ASSURANCE AND PROGRAMMATIC ADVISORY - Advice on/ validate quality criteria and performance indicators of WASH programs proposed by the program managers. - Ensure that all WASH programs are implemented respecting Solidarités International operational strategy, technical requirements, and donors’ criteria. - Contributes to proposals and concept notes, including: - Development and revision of technical approaches - Operational feasibility reviews - Budget development and cost-benefit/sustainability analysis - Development of log frames, indicators and monitoring frameworks for resilience and sustainability - Develops technical guidance/SOPs and trains field teams to translate concepts into scalable approaches. - Provides technical guidance on WASH, shelter procurement processes and evaluation committees. - Assesses activity relevance and intervention effectiveness. - Advises field teams on environmental risks, climate, disaster risks projections and policy shifts, ensuring programming aligns with sustainability standards. - Identify challenges early and facilitates practical solutions for effective program delivery. - Conducts field visits, recommends program adjustments when needed, and ensures achievement of WASH, including DRR program’s results and indicators. CAPITALIZATION, INNOVATION AND KNOWLEDGE MANAGEMENT - Contributes to improving SI methodologies on sustainable and resilient WASH programming, including disaster risk reductions. - Documents lessons learned and best practices across all programs within their role of responsibility. - Supports development of toolkits, technical guidelines and position papers. - Fosters partnerships with the relevant research institutions, universities, environmental networks and technical actors. - Contributes to national, regional and global technical forums. - In coordination with the Program Coordinator, organizes workshops, technical exchanges and regular/ad hoc meetings. REPORTING AND REPRESENTATION - Represents SI in relevant technical coordination meetings, clusters, working groups, and external forums related to program and technical priorities. - Leads or participates in TWGs on sector specific or integrated programming NRM, WASH etc. (e.g., Groundwater Monitoring, Desalination, COP, and other relevant working groups). - Supports donor engagement by ensuring proposals reflect innovative, climate-responsive approaches. - Engages with government institutions, UN agencies and partners on policy dialogue related to sustainable WSAH and climate adaptation (e.g., Climate Change Unit, MoPH, MoWE, WASH Cluster). - Review and consolidate the relevant program related reports and oversee the annexes preparation within his/her area of expertise. CAPACITY BUILDING AND MANAGEMENT - Assess needs and build the capacity of field teams and partners on relevant techniques and approaches. - Responsible for the proper implementation of HR policies and processes to ensure that the number of people and the required level of knowledge for the activities for which they are responsible are available, including identifying needs, supporting recruitment and integration, supervising and evaluating staff performance, and providing continuous coaching, training, and leadership to promote strong gender integration across programme teams. INTERNAL CONTROL Is responsible for ensuring the compliance of the documents they produce FILING AND ARCHIVING Is responsible for filing and archiving the documents they produce in accordance with internal procedures FIGHT AGAINST ABUSE - Creates and actively contributes to the establishment of a working environment that prevents any inappropriate behaviour. - Helps to raise awareness of SI’s ethical framework - At all times, respects the confidentiality of information exchanged in the context of a report and its handling. - Implements measures to mitigate the risks of misconduct PARTNERSHIPS - May contribute, in line with their role and responsibilities, to the verification process for SI implementation partners - May contribute to the implementation of a support and capacity-building plan for SI partners - May participate in the monitoring of partners’ activities in line with their role and responsibilities This list is not exhaustive and other related tasks (within the scope of their role) may be assigned at the request of their line manager. LINE MANAGER: Programme Coordinator FUNCTIONAL MANAGER(S): n/a REPORTS TO: n/a FUNCTIONAL SUPERVISION : Programme managers Profile required University degree preferred graduate with bachelor’s in civil engineering, Water Engineering, Environmental Engineering, Public Health, or a related field. A master's degree is an asset. At least three years’ work experience in WASH preferred. Experience in one or more of these, climate resilience, anticipatory action, DRR, WRM, shelter, governance, and shelter is desirable. Proven experience in providing technical guidance, mentoring, and capacity building to program teams and partners. Fluency in written and oral Arabic, advanced proficiency in written and oral English Strong reporting and communication skills. Strong analytical, planning, organizational, and prioritization skills, with the ability to manage multiple priorities. Good knowledge of Office software: Excel, Word, Power Point, Outlook and familiarity with mobile devices Good analytical skills using Excel. Willingness and flexibility to travel regularly to the field.
