1. الاتفاقية

By using hawtar, you agree to these Terms and our سياسة الخصوصية.

2. غرض الخدمة

The platform provides procurement intelligence, supplier discovery, compliance workflows, document generation, optional AI assistance, and related operational services for humanitarian and commercial use cases.

Merchant Identity and Commerce Scope

The current merchant of record for live paid products on Hawtar is Ghassan Abdulrahman Trading and Investment Company SPC, with registered address Muscat / Muscat / Muscat Governorate, Sultanate of Oman.

Internal tax references such as a Tax Card Number or TIN are kept separately from any official VAT registration number. Hawtar does not represent those internal references as a VAT registration number.

Premium Subscription Terms

يعمل حوتر بريميوم على أساس مدة اشتراك شهرية لكل جهة. ويمكن لتسعير الإطلاق الصفري تفعيل هذه المدة الشهرية حالياً. وإذا لم تكن قدرة تحصيل التجديد الشهري المدفوع متاحة في البوابة الحالية، فسيتم تعليق الاشتراك المدفوع بدلاً من بيعه. وعند توفر اشتراك شهري مدفوع، يلزم قبول صريح لبنود الفوترة المتكررة قبل التفعيل.

صيغة الموافقة المتكررة التي تستخدم عندما يكون اشتراك بريميوم متاحاً هي:

I authorize Ghassan Abdulrahman Trading and Investment Company SPC to charge OMR 0.000 on a recurring monthly basis for Hawtar Premium until I cancel under the applicable service terms.

يسري الإلغاء الذاتي في نهاية فترة الفوترة الحالية. تحتفظ الجهة بوصول بريميوم حتى نهاية الفترة المدفوعة ثم تعود إلى الخطة المجانية. لا يتم إصدار استرداد نسبي بشكل افتراضي. ولا يطبق مسار التنازل الفوري عن المحتوى الرقمي على الاشتراكات.

Tender Match Report Purchases

The Tender Match Report is a one-time digital report purchase. A preview or summary is shown before purchase, and immediate access or download begins after purchase when the report is available.

قد يجمع حوتر أدلة الوصول الفوري لهذا التدفق الخاص بالتقرير الرقمي لمرة واحدة. ويعتمد الأثر القانوني لهذه الأدلة على الولاية أو السياسة الواجبة التطبيق. وعندما تتطلب السياسة الواجبة التطبيق تنازل المستهلك في الاتحاد الأوروبي عن المحتوى الرقمي، يظهر عند الدفع هذا النص:

I expressly request immediate access to the digital Tender Match Report before the withdrawal period ends and acknowledge that I lose my right of withdrawal once access or download begins.

قد تستخدم مشتريات تقارير المستهلكين في الاتحاد الأوروبي مسار التنازل عن المحتوى الرقمي. أما المشتريات غير الأوروبية أو غير الاستهلاكية فيتم فيها حفظ الأدلة دون الادعاء بنفس أثر العدول. ولا يطبق مسار الأدلة هذا على الاشتراكات.

Tax, Buyer Classification, and Commercial Documents

At checkout, the buyer must select Individual or Organization. Selecting Organization does not automatically make the purchase B2B. Business treatment requires validated business evidence or explicit finance approval.

Hawtar may place checkout or invoice issuance on compliance hold when buyer jurisdiction, buyer-country evidence, or seller VAT registration status is unresolved.

تنشئ العمليات التجارية المدفوعة والصفرية القيمة سجلات طلبات ووثائق متينة. التدفقات المدفوعة تصدر عادة فاتورة. وقد تصدر التدفقات الصفرية القيمة إما تأكيداً أو فاتورة صفرية بحسب الولاية أو السياسة الواجبة التطبيق. كما تنشئ طلبات إلغاء بريميوم وثيقة إقرار إلغاء متينة، وتشير إشعارات حوتر وسجلاته ذات الصلة إلى هذه الوثائق.

3. مسؤوليات الحساب

• أنت مسؤول عن بيانات اعتماد الحساب والأنشطة التي تتم عبر حسابك.
• يجب تقديم معلومات دقيقة وقانونية عند استخدام المنصة.
• You must maintain the security of your sign-in methods and promptly report unauthorized access, suspicious provider linking, or compromised credentials.
• يجب عليك إتمام التدفقات المحمية يدويًا وبحسن نية عندما تتطلب المنصة مراجعة أو تأكيدًا أو موافقة مباشرة من المستخدم.

4. Social Sign-In and Connected Accounts

You may use supported providers to sign in or connect a provider to an existing account, subject to both these Terms and the provider’s own terms and privacy rules.

• Provider linking can be blocked when identity integrity checks fail, including untrusted or unverified provider identity data in sensitive linking paths.
• If social sign-in is your only active login method, provider disconnect can be blocked until you set a password or connect another provider.
• You are responsible for maintaining access to at least one valid sign-in method.

5. Acceptable Use

You may not use the service to violate laws, infringe rights, upload malicious content, extract data in unauthorized ways, or misuse procurement and workflow functionality in ways that cause harm, fraud, or operational disruption.

• لا يُسمح بأي أتمتة غير مصرح بها أو إرسالات مضللة أو حركة كثيفة على تدفقات المتصفح المحمية ما لم نصرح صراحة بمسار التكامل هذا.
• No attempts to tamper with, disable, bypass, or mislead security features, form-integrity checks, rate limits, or guarded workflow controls.
• No impersonation, fraudulent entity registration, credential sharing for abusive purposes, or use of the platform to publish unauthorized third-party content.

6. Security and Automated Abuse Controls

To protect users, entities, and platform workflows, Hawtar uses first-party automated security controls on relevant requests and mutation paths. These controls can evaluate request context, session metadata, form-integrity fields, encrypted timing tokens, and submission frequency.

When those controls detect activity that appears abusive, scripted, unsafe, or inconsistent with normal use, we may throttle, reject, delay, require resubmission, suspend access, or take other protective action that is reasonably necessary to preserve service integrity and security.

7. Data, Publication, and AI Outputs

Procurement data and AI-generated outputs are provided for operational support and decision assistance. You remain responsible for independent review, verification, and final decisions.

AI-assisted features are optional where offered and may require separate consent. You must not rely on AI output as a substitute for required human review, legal judgment, or regulated decision-making.

We do not publish non-public vendor information by default. Information shown publicly in product, showroom, quotation, and similar business surfaces is limited to content submitted and approved for publication through the platform workflow.

8. Branding and Generated Documents

Platform-generated tender packages and related documents may include standardized Hawtar branding elements managed by authorized platform administrators. These branding elements do not alter ownership of user or vendor content and do not imply endorsement beyond the submitted workflow context.

Some platform capabilities depend on third-party infrastructure and identity services, including OAuth providers, cloud services, communications providers, payment services, and AI providers. We are not responsible for outages, policy changes, or other conditions controlled by those third parties, although we will manage their integration within our own compliance and security baseline.

9. الإتاحة والتغييرات

We may update, suspend, harden, or modify platform features, workflows, and security protections to maintain compliance, privacy, security, reliability, and performance. We may also update these Terms from time to time as the platform and its legal obligations evolve.

Account Deletion and Official Workflow Records

You may request account deletion through the supported account-deletion channels. Deletion requests are processed with a grace period and controlled verification steps to reduce accidental destructive actions.

To preserve legal, audit, and business-process integrity, official workflow records may retain actor identity labels and evidence that are required by law or compliance policy. See the Account Deletion page and our Privacy Policy for detailed retention commitments.

10. حدود المسؤولية

To the extent permitted by law, the service is provided on an as-available basis, without guarantees of uninterrupted operation or fitness for every specific purpose. Security controls and abuse-prevention measures are intended to reduce risk, not guarantee that misuse will never occur.

12. Global Compliance and Standardization Commitment

Hawtar operates under a continuously maintained global compliance baseline that aligns contractual terms, privacy controls, security safeguards, anti-abuse protections, and operational implementation.

• Critical controls are enforced through automated regression testing, documented audit checks, and release verification workflows.
• When legacy behavior conflicts with current privacy, security, or platform-integrity standards, the current documented baseline governs and legacy behavior is realigned.
• Customer-facing legal disclosures are synchronized across this Terms page and the Privacy Policy to maintain transparent, consistent obligations.
