1. Agreement

By using hawtar, you agree to these Terms and our Privacy Policy.

2. Service Purpose

The platform provides procurement intelligence, supplier discovery, workflow support, and related analytics for humanitarian and commercial operations.

Merchant Identity and Commerce Scope

The current merchant of record for live paid products on Hawtar is Ghassan Abdulrahman Trading and Investment Company SPC, with registered address Muscat / Muscat / Muscat Governorate, Sultanate of Oman.

Internal tax references such as a Tax Card Number or TIN are kept separately from any official VAT registration number. Hawtar does not represent those internal references as a VAT registration number.

Premium Subscription Terms

Hawtar Premium uses a monthly subscription term per organization. Zero-price launch pricing can activate that monthly term today. If paid recurring renewal charging is not operational in the current gateway/runtime, paid Premium checkout is placed on compliance hold rather than sold. When a paid recurring term is available, recurring billing requires explicit acceptance during checkout before activation.

Recurring consent wording used when Premium checkout is available is:

I authorize Ghassan Abdulrahman Trading and Investment Company SPC to charge OMR 0.000 on a recurring monthly basis for Hawtar Premium until I cancel under the applicable service terms.

Self-service cancellation takes effect at the end of the current billing period. Your organisation retains Premium access until the paid period ends, then reverts to the Free tier. No prorated refund is issued by default. No blanket digital-content waiver path is applied to subscriptions.

Tender Match Report Purchases

The Tender Match Report is a one-time digital report purchase. A preview or summary is shown before purchase, and immediate access or download begins after purchase when the report is available.

Hawtar may collect immediate-access evidence for this one-time digital report flow. The legal effect of that evidence depends on the applicable jurisdiction/policy overlay. When the applicable overlay requires the EU consumer digital-content waiver, the checkout shows this text:

I expressly request immediate access to the digital Tender Match Report before the withdrawal period ends and acknowledge that I lose my right of withdrawal once access or download begins.

EU consumer report purchases may use the digital-content waiver path. Non-EU or non-consumer report purchases preserve evidence without asserting the same withdrawal consequence. This report evidence path does not apply to subscriptions.

Tax, Buyer Classification, and Commercial Documents

At checkout, the buyer must select Individual or Organization. Selecting Organization does not automatically make the purchase B2B. Business treatment requires validated business evidence or explicit finance approval.

Hawtar may place checkout or invoice issuance on compliance hold when buyer jurisdiction, buyer-country evidence, or seller VAT registration status is unresolved.

Paid and zero-price commercial events create durable order and document records. Paid flows generally issue an invoice. Zero-value flows may issue either a confirmation or a zero-value invoice depending on the applicable jurisdiction/policy overlay. Premium cancellation requests generate a durable cancellation acknowledgement document. Customer-facing notices reference those document records through Hawtar notifications and related history surfaces.

3. Account Responsibilities

  • You are responsible for account credentials and activity under your account.
  • You must provide accurate and lawful information when using the platform.
  • You must maintain the security of your sign-in methods and promptly report unauthorized access.
  • You must complete protected workflows manually and in good faith when the platform requires direct user review, confirmation, or approval.

4. Social Sign-In and Connected Accounts

You may use supported providers (Google, Facebook, Apple, GitHub) to sign in or connect a provider to an existing account.

  • Social sign-in is subject to both these Terms and the provider’s own terms and privacy rules.
  • Provider linking can be blocked when identity integrity checks fail (for example, untrusted/unverified provider email in sensitive linking paths).
  • If social sign-in is your only active login method, provider disconnect can be blocked until you set a password or connect another provider.

5. Acceptable Use

You may not use the service to violate laws, infringe rights, upload malicious content, or misuse procurement data in ways that cause harm or fraud.

  • No unauthorized automation, deceptive submissions, or bulk traffic against protected browser flows unless we explicitly authorize that integration path.
  • No attempts to tamper with, disable, bypass, or mislead security features, form-integrity checks, rate limits, or guarded workflow controls.
  • No impersonation, fraudulent entity registration, credential sharing for abusive purposes, or use of the platform to publish unauthorized third-party content.

6. Security and Automated Abuse Controls

To protect users, entities, and platform workflows, Hawtar uses first-party automated security controls on relevant requests and mutation paths. These controls can evaluate request context, session metadata, form-integrity fields, encrypted timing tokens, and submission frequency.

When those controls detect activity that appears abusive, scripted, unsafe, or inconsistent with normal use, we may throttle, reject, delay, require resubmission, suspend access, or take other protective action that is reasonably necessary to preserve service integrity and security.

6. Data and AI Outputs

Procurement data and AI-generated outputs are provided for operational support and decision assistance. You remain responsible for independent review, verification, and final decisions.

We do not publish non-public vendor information by default. Information shown publicly in product/showroom and quotation-related surfaces is limited to content the vendor has submitted and approved for publication through the platform workflow.

7. Branding and Generated Documents

Platform-generated tender packages may include standardized Hawtar branding elements (for example, footer identity text or logo) managed by authorized platform administrators. These branding elements do not alter ownership of vendor content and do not imply endorsement beyond the submitted document package workflow.

8. Third-Party Services

Some platform capabilities depend on third-party infrastructure and identity services, including OAuth providers. We are not responsible for outages, policy changes, or other service conditions controlled by third parties.

9. Availability and Changes

We may update, suspend, or modify platform features to maintain security, compliance, and performance. We may update these Terms from time to time.

Account Deletion and Official Workflow Records

You may request account deletion through the supported account-deletion channels. Deletion requests are processed with a grace period and controlled verification steps to reduce accidental destructive actions.

To preserve legal, audit, and business-process integrity, official workflow records may retain actor identity labels and evidence that are required by law or compliance policy. See the Account Deletion page and our Privacy Policy for detailed retention commitments.

10. Limitation

To the extent permitted by law, the service is provided on an as-available basis, without guarantees of uninterrupted operation or fitness for every specific purpose.

Global Compliance and Standardization Commitment

Hawtar operates under a continuously maintained global compliance baseline that aligns contractual terms, privacy controls, security safeguards, and operational implementation.

  • Critical controls are enforced through automated regression testing, documented audit checks, and release verification workflows.
  • When legacy behavior conflicts with current privacy or security standards, the current documented baseline governs and legacy behavior is realigned.
  • Customer-facing legal disclosures are synchronized across this Terms page and the Privacy Policy to maintain transparent, consistent obligations.
